QUALITY START PROJECT ANALYST
SALARY: $109,595.60 to $124,958.96 Annually (Range 62)
LENGTH OF SERVICE: 227 Days Per Year
(This position is grant funded. Continuation of
the position is contingent upon grant funds)

POSITION DESCRIPTION
The Quality Start Project Analyst will oversee the day-to-day operations of the Quality Start San Bernardino (QSSB) programs. This position will assist in the implementation and evaluation of QSSB activities. The Quality Start Project Analyst monitors programs to ensure compliance with established goals and standards in accordance with the governing laws, regulations and grant requirements. This position will also work collaboratively with other community and state agencies, including the Local Planning Council to coordinate QSSB activities and programs.
ESSENTIAL FUNCTIONS
- Oversees the day-to-day operation of the Quality Start San Bernardino programs;
- Collaborates with the Local Planning Council;
- Assists with the implementation and evaluation of QSSB;
- Provides outreach and orientation to potential candidates of QSSB;
- Collaborates and meets regularly with colleges, state departments and private/public agencies on issues related to program implementation;
- Maintains QSSB participant enrollment needed to meet grant and contract requirements;
- Assists with the development and coordination of QSSB meetings, trainings and conference events;
- Monitors and maintains department budgets;
- Assists with goal development, processes and procedures for QSSB program operations;
- Monitors program operations for effectiveness and compliance;
- Recommends changes to QSSB program for improved operations;
- Represents QSSB at community and state meetings;
- Trains and supervises staff;
- Performs related duties as required.
JOB REQUIREMENTS
Experience monitoring and maintaining budgets; overseeing a child development program; maintaining program goals and services; implementing training workshops; working with community agencies to develop, implement and evaluate programs;
Skill in the analysis and interpretation of laws and policies governing children services programs; writing grants, reports, and correspondence; managing various programs, projects and staff; facilitating group processes;
Knowledge of federal and state regulations governing the Local Planning Council; preschool curriculum and assessments; child care licensing, CA-QRIS implementation guidelines;
Ability establish and maintain effective relationships with various individuals and groups; facilitate group processes; communicate effectively in verbal and written form; maintain appropriate records; establish and meet deadlines for completion of projects; work varied hours at multiple work locations;
Physical Abilities include sitting for extended periods, talking/hearing, fine manual dexterity, near and far visual acuity, field of vision.
MINIMUM QUALIFICATIONS
- Five (5) years experience managing a child development/children services operation, including supervision of staff;
- Two (2) years experience monitoring and maintaining budgets;
- Two (2) years experience preparing and administering grants and/or contracts;
- Two (2) years experience developing and conducting training workshops;
- Two (2) years experience working with community agencies;
- Possession of a high school diploma (or its equivalency) or higher or possession of a GED.
DESIRED QUALIFICATIONS
- Possession of a Bachelor’s Degree in Education or related field;
- Additional years of experience managing a child development/children services program;
- Experience working in a California school district or County Office of Education.
