Division Group Leader (00137761) - Cook County Assessor's Office

1 Position Vacancy

Work Shift:  8:30am – 4:30pm

This is an AFSCME 3835 Bargaining Unit Position

Job Summary

Reporting directly to the Manager of Divisions, the Division Group Leader is responsible for reviewing work of other Division Analysts for completion and accuracy and forwarding to the Cook County Clerk. The Division Group Leader will also be responsible for working complex division petitions, reviewing department email correspondences, interacting with taxpayers at the counter, retrieving documents, and assisting with writing divisions and filing appropriate paperwork. The Division Group Leader provides excellent customer service to all customers at the Cook County Assessor’s Office (CCAO).

Essential Job Duties

• Create Divisions in Pinmap that are accurate and timely completion of Divisions and ensure they are ready for review by the Cook County Clerk’s Office.
• Assist Division Management with the reviewing division work of Division Analysts.
• Verifies that taxpayers have provided proper documentation in PINMAP and Division Folders.
• Ensures work submitted by Division Analysts is accurate and complies with all standards and procedures set forth by  Division SOPs.
• Abide by rules and procedures as set forth by the Divisions Standard Operating Procedures.
• Assists in managing the distribution of petitions and workflow of recorded documents through the Division Department.
• Provides direction and assistance to other analysts regarding the resolution of difficult problems with divisions and  taxpayer issues.
• Convenes meetings with petitioners, attorneys, surveyors and representatives of various local government agencies.
• Interacts with taxpayers at the counter and electronically, answers taxpayer telephone inquiries, and interacts frequently with the Cook County Clerk’s Office and Cook County Treasurer’s Office.
• Receives electronic division filings from taxpayers and/or their representatives regarding the division or consolidation of real property and processes for such division petitions.
• Utilizes tax maps, recorded documents, geographic information systems, and plats of survey to analyze and process division work resulting in new PINs and the creation of new legal descriptions.
• Reads, interprets, and composes legal descriptions for future tracts on PINMAP Divisions, from various sources, such as Clerk records, PINMAP, recorded documents, deeds, and plats.
• Scans division documents, reviews and uploads to Pinmap division documents.
• Files and retrieves hardcopies of division documentation.
• Retrieves and reviews documents from the County Clerk’s Recording Department and enters new legal descriptions into Pinmap or other appropriate database(s).
• Creates invoices via Cash Register for Division Petition payments and review some payments with FOIA.
• Ensures that division field files are created in cohesion with the township order and/or as requested by the field units.
• Provides division, map, and legal description research for internal requests, as needed.
• Assists with FOIA requests, as needed.
• Provides excellent customer service to all CCAO customers.

 Minimum Qualifications

• Bachelor’s degree or higher from an accredited college or university.
• Three (3) years of experience reading and using legal descriptions of real property or computerized mapping.
• Two (2) years of full-time customer service experience in an office setting.

 OR

• Current employee of the Cook County Assessor’s Office, Cook County Offices Under the President, Cook County Clerk’s Office, or Cook County Forest Preserve.
• High school diploma, GED certificate, or higher.
• Five (5) years of work experience in the following areas:
              o Reading and writing legal descriptions of real property, or
              o Working with surveys and county tax map, or
              o Property assessment administration, or
              o Real estate appraisal valuation.

Preferred Qualifications

Graduation from an accredited college or university with a bachelor’s degree or higher in geography, finance, business administration, real estate, mathematics, or related field.
• Proficiency in Microsoft Excel.
• Two (2) years’ experience with a land survey company.

Knowledge, Skills, Abilities and Other Characteristics

• Ability to read tax maps, use geographic information systems, and conceptualize legal descriptions of real property.
• Must be computer literate, with skill and efficiency in entering and retrieving data.
• Must have the ability to work with CCAO systems and databases, Microsoft Word, Teams and Excel, and CAMA systems, as needed.
• Knowledge of CCAO procedures related to CCAO operations, function, activities and the property tax system, or the ability to quickly gain such knowledge.
• Knowledge of the assessment cycle.
• Knowledge of materials, software, equipment, and procedures utilized by CCAO, or the ability to quickly gain such  knowledge.
• Ability to adapt to new techniques and procedures.
• Ability to converse knowledgeably and communicate effectively, both orally and in writing.
• Ability to work with others; excellent interpersonal skills in dealing with co-workers.
• Ability to coordinate and carry out instructions.
• Ability to communicate effectively both orally and in writing to address complex issues regarding the division or consolidation of real property.
• Ability to interact with the general public, while providing guidance and information regarding the division and consolidation of real property.

Physical Requirements

• Visual acuity to review and edit written and electronic communications for long periods of time.
• Repetitive use of hands to handle and/or operate standard office equipment.
• Regular use of a telephone to communicate.
• Required to lift and carry up to thirty (30) pounds of documents.

Annual Salary: $76,793       Grade: 18
