Tanks Remediation Technical Program Manager

Hiring Range: $75,423 - $115,882

Full Time or Part Time: FULL TIME

This position primarily plans, organizes, and manages the Office of Spill Response and Remediation (OSRR) Technical Programs by setting goals, establishing and maintaining procedures, monitoring and assessing results, managing personnel and financial resources, and providing technical expertise and guidance to staff and the regulated community. This position seeks a Virginia licensed geologist or the ability to obtain licensure within 12 months of employment. This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia § 2.2-3118.2. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

 

Responsibilities include, but are not limited to, ensuring that program activities at all times conform to the requirements of State Water Control Law, applicable State and Federal regulations, and Agency policy and procedures. Ensuring that program policies and procedures are consistently applied and consistently implemented statewide.

QUALIFICATIONS

  • Practical experience in geology and hydrogeology, ground water contamination and site assessment techniques, ground water/leaking UST remediation technology, surface water cleanup techniques
  • Experience developing, implementing, directing, and managing programs over a broad program area, that includes mastery of program planning and evaluation, personnel management, and resource management
  • Comprehensive knowledge of environmental statutes, regulations and policies; policy analysis, government operations, and environmental science/engineering
  • Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills
  • Knowledge and interpretation of federal and state petroleum storage tank statutes, regulations, policies, and procedures
  • Knowledge of EPA grant and financial management principles and practices
  • Effective negotiation and organization skills
  • Demonstrated ability to lead and develop others/a team
  • Ability to communicate effectively verbally and in writing with all levels of management, the public, elected officials and environmental and business leaders
  • Ability to identify, analyze and solve complex environmental and operational issues
  • A combination of experience, training and education, with major course work in geology, engineering, natural and physical science or related field
