The NCDAC / Support Services / Division of Business Operations is recruiting for an energized and collaborative Director of Business Operations to be a part of the Team. This position has a duty station at 2020 Yonkers Road in Raleigh, NC and will be tasked with applying business and human resources principals, provide a forward-thinking direction, in overall business operations. .
The Director of Business Operations collaborates with the Deputy Secretary of Support Services, Director of DECM, Director of the Central Supply Warehouse Complex, and Director of Food and Nutrition Management as the delegated authority to direct all fiscal and general business processes of the NCDAC Support Services section.
More specifically, this position guides, oversees, and collaboratively establishes processes / procedures for fiscal and business functions for all Support Services teams, including but not limited to, accounting, fiscal management, project funding controls, contract administration, purchasing, operational budget formulation / planning / evaluation, oversight of fixed asset inventory control, and personnel administration.
Likewise, the Director of Business Operations serves as the critical coordination point between Support Services, DAC and other State agencies for the formulation, preparation and submission of the Department’s annual and 6-year budgets for Capital and Repair & Renovation. Duties also include documenting, processing and maintaining management information and data analysis for the preparation of various agency and organizational reports.
This position provides supervision for 13 permanent employees, which includes both supervisors and individual contributors.

Knowledge, Skills and Abilities / Competencies

Management Preferences:
- Demonstrated experience and knowledge of accounting principles, budgeting, auditing, purchasing and financial reporting requirements.
- Demonstrated experience and knowledge of Human Resources laws, policies, and procedures pertaining to all aspects of human resources.
- 5+ years’ supervisory experience leading business/financial team including experience managing Human Resources (HR) elements.
- Experience working with Adult Correction
Minimum Education and Experience Requirements
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
Bachelor s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.

Support Services Business Operations Division consists of Accounting Operations Group, Human Resources Group, and Budget Analyst II. The Business Operations Division acts on behalf of the Deputy Secretary with the delegated authority to direct all fiscal and general business processes for the Division of Support Services. The Division is responsible for all administrative issues related to the planning, organizing and directing of Support Services and oversees all fiscal and administrative business functions, including but not limited to, project funding control, job order administration, contract administration accounting, purchasing, operational budget formulation and execution, fixed asset inventory control and personnel administration. Support Services Business Operations serves as the control point for coordination between Support Services, the Department and other State agencies for the formulation, preparation and submission of the Department's Capital Budget and annual Repair and Renovation Budget; and documenting, processing and maintaining management information and data analysis for the preparation of various agency and organizational reports.
DAC uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals. Hiring salary will be based on relevant qualifications, internal equity, and budgetary considerations pertinent to the advertised position.
