The NCDAC / Support Services / Division of Engineering, Construction, and Maintenance (DECM) is recruiting for an energized and collaborative CAP Apprenticeship Coordinator, to be a part of the DECM Construction, Construction Apprenticeship Program (CAP) Team.  

This position is responsible for managing the recruitment, retention, and deployment of voluntary offenders for participation in DECM Construction engineering construction trades apprenticeship program.   This position manages the offender labor resources by being the liaison between the US Department of Labor and the NC Community Colleges / Apprenticeship NC for assigning offenders to the program, tracking the on-the-job training hours of each enrollee, and assigning, tracking, and testing the NCCER courses for each enrollees required classroom training, as well as submitting approval paperwork for the issuance of the enrollee’s certificates.  

The CAP Apprenticeship Coordinator is responsible for ensuring the required number of offenders are assigned to each DECM Construction Projects and ensures the staffing levels do not drop below the required productivity levels. To complete this task, this position is continually recruiting offenders throughout the medium and minimum custody institutions, sending advertisement flyers to case managers, and screening mail-in applications for assignment.  In addition, this position is tasked with coordinating directly with Rehabilitation Services to ensure adequate bed assignments and job classifications are generated for each project and coordinating with Institution’s Population Management Group to ensure offenders are moved to the appropriate housing Institution in time to start the project.

The position also oversees the apprenticeship program that provides NCCER Apprenticeship Certifications to select DECM Construction and Maintenance full-time personnel.  

A successful candidate should possess previous apprenticeship program development and implementation skills, strong construction trade curriculum experience, efficient decision-making capabilities, and effective communication.  This position reports to the Director of Construction Operations. 

The position may require occasional overnight travel to and from the assigned testing classrooms that could be located anywhere within the State of North Carolina.  This position is assigned a State owned and maintained vehicle that is used to perform State business during normal working hours. This is a full-time position (40 hours per week) with a 4-day work week.  The work schedule is Monday – Thursday 7:00 AM – 5:30 PM but occasionally could require work hours on Fridays.

Knowledge, Skills and Abilities / Competencies

Management Preferences: 

  • Knowledge of database management techniques to create and manage the organization’s assets and resources.
  • Proctor industry-recognized credentials for NCCER
  • MS Degree in Communications or Business Administration
  • NC Licensed Limited or Unlimited General Contractor 
  • Demonstrated experience in developing and modifying SOP documentation to improve departmental practices.

 

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and two (2) years’ experience related to the area of assignment, or an equivalent combination of training and experience.

Department of Adult Correction is one of the largest state agencies with more than 19,000 employees. It is responsible for safeguarding and preserving the lives and property of its citizens through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. The Division of Engineering, Construction, and Maintenance (DECM) serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades.

We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office.

Through valuable rehabilitation and training for offenders, we aim to improve recidivism rates. DECM-Construction undertakes construction, renovation, and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the department's infrastructure assets. DECM-Maintenance, which encompasses the Mountain Regional Yard, Piedmont Regional Yard, Coastal Regional Yard, and three Satellite Yards, provides essential plumbing, HVAC/R, and electrical preventative, prescriptive, and routine maintenance services to all Institutions and Facilities. Additionally, our maintenance efforts include specific areas such as telecommunications, electronic intrusion systems (EIS), fencing, cameras, fire alarms, and energy management systems, all focused on maintaining the Department’s infrastructure assets.
