Public Works Maintenance Supervisor

General Description: Plans and organizes the maintenance and repair of rural/urban roadways and drainage systems. Coordinates with the Field Supervisors and Project Managers to assure that rural/urban roadways and drainage systems are properly maintained.  Ensure that the maintenance projects are being completed as scheduled and within budget, ensure that proper road repairs are performed by outside utilities and companies.

Essential Job Functions: Prioritizes maintenance efforts on failed roads, identify roads that would benefit from crack sealing, prepares recommendations and cost estimates for programmed maintenance, maintain the pavement management system, coordinates the activities of project technician staff, coordinates with the Field Supervisors to maintain the rural/urban roadways and drainage systems.  Formulates long-range maintenance programs on the County's arterial and collector roadway network, reviews right-of-way use permits and coordinates the response comments with the permitting department, prepares budgetary and cost estimates for all rural/urban road and drainage maintenance projects.  Makes recommendations on specifications for capital expenditures.  Approves requisitions for materials, supplies, equipment and contractors and maintains records relating to the costs of special projects. 

Investigates and resolves problems pertaining to roadway and drainage issues.  Prepares technical reports and tracks maintenance productivity.  Oversees and evaluates subordinates in the performance of their duties.  Determines the need for contracted services through the Public Works Manager.  Performs related work as required.

Knowledge, Skills and Abilities:

  • Skillful at developing and implementing a long-range preventative maintenance program. 
  • Knowledge of the methods, techniques, tools, and materials used in rural/urban roadway and drainage maintenance.
  • Knowledge of the occupational hazards associated with various heavy equipment work and the pertinent safety precautions.
  • Knowledge of rural/urban roadway and drainage systems and the materials commonly used in the maintenance of rural/urban roadways and drainage systems. 
  • Ability to organize work schedules.
  • Ability to establish and maintain good working relationships with associates and the general public.
  • Ability to read and interpret sketches and blueprints. 
  • Ability to maintain records and prepare reports.
  • Ability to write specifications for capital purchases and maintenance services.
  • Strong oral and written communications skills.
  • Skillful at  organizing and implementing projects and procedures.
  • Must be able to consistently demonstrate a positive attitude, courtesy and respect toward other departments, co-workers, management and the general public.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: An Associate degree from an accredited college or university with major in an Engineering, Science or Technical field; and seven (7) years of experience in road, bridges and drainage management, including three (3) years' in a supervisory capacity OR graduation from high school or an acceptable equivalency diploma supplemented by technical training in roadway and drainage maintenance; and ten (10) years of experience in road, bridges and drainage management, including five (5) years' in a supervisory capacity.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.
