$18.89-$28.57 hourly

 

OVERALL OBJECTIVE OF JOB

To perform administrative duties overseeing the direct supervision of all security staff who in return oversee the care, custody and control of inmates. You will assist the Warden and Deputy Warden in planning, developing, and implementing the institutional operations and functions of the prison and act on behalf of the Warden and/or Deputy Warden in their absence. 

 

ESSENTIAL FUNCTIONS OF THE JOB

  1. Assumes delegated responsibility for custody and security of assigned inmates, buildings, grounds and operations.
  2. Reviews and prepares reports and correspondence.
  3. Inspects facility weekly.
  4. Oversees and reviews work of staff.
  5. Coordinates plans and manages training activities to ensure all mandatory training is completed.
  6. May participate in inmate, employee disciplinary, and grievance hearings.
  7. Inspects posts frequently to ensure adequate staffing.
  8. Assist management with disciplinary investigations.
  9. Conducts performance evaluations.
  10. Performs and directs investigations.
  11. Maintains discipline among employees and inmates.
  12. Maintains contact with individuals both within and outside agency who might have impact on Prison population.
  13. Maintain records and prepare records for Title 37 inspection standards.
  14. Participates in crisis intervention as needed.
  15. Assists in interviewing, hiring, and training of new staff.
  16. Assists in counseling and intervention with inmates regarding problems or concerns as assigned.
  17. Acts as liaison between prison staff and other county officers and city government.
  18. Interacts frequently with police agencies, courts, government offices, work release, County officials, and general public.
  19. Develops or makes recommendations on development of policies and standards.
  20. PREA Compliance Manager --oversees staff regarding PREA regulations and updates.
  21. Directs the facility’s security operations with a primary function focusing on institutional security pertaining to food service, tool control, maintenance, recreational activities, and facility management. 
  22. Ensures that safety and sanitary conditions are being maintained; evaluates the effectiveness of security; and determines if rules, procedures, and directives are being followed.
  23. As the evaluator or reviewing officer, monitor and supervise the work performance of Commissioned Officers on all shifts. 
  24. Conducts staff meetings.
  25. Monitors and manages department resources, equipment, overtime, and leave usage. 
  26. Provides input into budget development and cost saving measures.
  27. When directed, performs the duties of the Deputy Warden / Warden in their absence. 

OTHER JOB DUTIES

  1. Attends training, meetings, and in-services as required
  2. Performs other job-related work as required.

 

SUPERVISION RECEIVED

Receives general direction from the Warden and Deputy Warden.

 

SUPERVISION GIVEN

Supervises all security staff as well as other staff assigned by the Warden and Deputy Warden.

 

WORKING CONDITIONS

  1. Works indoors in adequate workspace, lighting, temperatures and ventilation.
  2. Works indoors with average exposure to noise, stress and disruptions.
  3. Normal indoor exposure to dust/dirt.
  4. Subject to working flexible shifts or on-call as required by the Warden or designate.
  5. Potential exposure to blood borne pathogens or communicable diseases.
  6. Works in conditions of potential outbursts of disruptive behaviors of clients.

 

PHYSICAL AND MENTAL CONDITIONS

  1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
  2. Must be able to stand for long periods throughout the workday with intermittent periods of sitting, walking and talking; occasional twisting, bending, reaching pushing, pulling to carry out job duties.
  3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
  4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
  5. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
  6. Must be able to pay close attention to details and concentrate on work.

 

QUALIFICATIONS

  1.       EDUCATION/TRAINING

High school diploma or equivalent required; Bachelor's in Administration of Justice or other related field preferred; familiarity with basic computer operations. Must be able to successfully acquire a certificate of training from the Department of Training

  1.       WORK EXPERIENCE

At least five years of related work experience with a minimum of two years' supervisory experience; or an equivalent combination of education and/or experience.

 

  • Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results. Clearances must be renewed every three years.
  • Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."
  • Must successfully complete pre-employment drug screening.

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

  1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
  2. Must possess ability to maintain confidentiality in regard to client information and records.
  3. Must possess personal integrity and honesty.
  4. Must possess the ability to work effectively with inmates and prison staff.
  5. Must possess a high degree of alertness and ability to detect problems or potential problems.
  6. Must possess some technical knowledge and ability to operate typewriter and computers for data entries of record-keeping.
  7. Must possess knowledge of the practices, policies and procedures of the prison operation. 
  8. Must possess ability to react quickly and calmly in an emergency.
  9. Must possess ability to enforce rules and regulations with firmness.
  10. Must possess some knowledge and understanding of individual and group behavior and attitude of individuals under restraint.
  11. Must possess some knowledge of principles and practices of supervision and ability to supervise and oversee Officers in Charge, Corrections Officers, and details of various prison programs.
  12. Must be able to implement policies and procedures.
  13. Must possess excellent time management and organizational skills.
  14. Must have an open, unbiased attitude in all responsibilities of this position.
  15. Must be able to work with jail administrators in a “team role”
