Job Description
Conducts complex operations studies including, but not limited to mobility improvement, congestion analysis and management, asset management, and performance metrics. May oversee consultant staff performing operations studies. Provide technical and analytical expertise in the evaluation, assessment, and review of assigned programs and provide insights and process improvements to more effectively and efficiently meet the goals of the agency.
How you will contribute:
- Budgeting: Prepare and submit budgets as needed. Provide guidance and technical assistance to others during budget preparation process. Monitor expenditures and analyze data for planning and program requirements. Review funding requests, perform cost analyses, and make determination for fund transfers.
- Conduct Studies: Conducts complex transportation operations studies; and mobility or congestion studies. Conducts root cause analyses for mobility issues. Coordinates special analyses that incorporates mobility including projects and assessments driven by legislation. Provides technical expertise and assistance regarding operations.
- Performance: Develops and supports the operations program performance measures, methodologies, and targets including system performance and asset conditions for ITS technologies and special facilities; and conducts research of best practices and special analyses. Calculates performance statistics and identifies, evaluates, and updates data sources and evaluation tools. Conducts outreach efforts regarding the performance measurement efforts and develops, monitors, and validates data and analysis tools for an Operations Mobility report and dashboard tools.
- Policy Review: Develop, maintain, and communicate identified changes to policies or procedures as a result of periodic review and audit. Ensure all stakeholders are accounted for and full scope of impact of policy changes are considered before implementation. Coordinate any proposed changes with leadership and stakeholders across the agency.
- Program Management: Coordinate the development of budget, procedures, training, implementation, interoperability, interpretation, and oversight of assigned programs in coordination with Division Leadership. Develop procedures that provide consistency and uniformity. Make recommendations on programmatic changes based upon documented best practices, and sound guidance. Develop and implement policies, procedures and guidelines to ensure project quality and compliance.
- Project Compliance: Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.
- Project Management: Perform comprehensive reviews on complex construction and maintenance, equipment, or safety projects as assigned within scope of program areas. Evaluate engineering, process and management actions. Determine compliance with expected requirements of each activity in compliance with applicable Standard Operating Procedures (SOP) and internal management performance goals. Manage time and adjust priorities as needed.
- Projects: Identifies new or reviews projects or operations programs to improve mobility, system operations, and capacity including emerging operational strategies, transportation technologies or practices. Identifies required resources and quantifies and validates projected benefits and costs. Uses advanced statistical analyses including modeling and simulation to support recommendations. Develops prioritization strategies using existing and developing state and federal performance metrics. Incorporates human factors principles evaluations in project reviews or project development.
- Research, Committees and Technical Assistance: Conduct research and provide technical assistance to customers on a wide variety of roadway design, maintenance, equipment, and/or safety related areas as assigned.
- Teamwork: Coordinate the flow of information to and from others that contributes to project plan development and execution.

Minimum Qualifications:
- Experience collecting, analyzing transportation data and asset management data.
- Experience conducting operations studies involving mobility, congestion, and field operations issues.
- Experience developing and applying statistical analyses.
- Extensive knowledge of transportation operations principles and practices.
- Skilled in developing and monitoring performance dashboards.
- Skilled in model development and evaluation.
- Skilled in using data analysis and simulation software.
Additional Considerations:
- Engineer in training certification
- Experience with the systems engineering process.
- Skill using software applications such as Tableau, Excel, Access, SharePoint and PowerPoint.
