The CalSTRS Investments Branch is seeking an experienced individual to work as an Associate Governmental Program Analyst (AGPA) on the Investments Administration team.

 

The Administration Unit, within the Investment Branch, provides administrative business services for the branch for tasks such as procurement, budgeting, personnel, travel, invoices and special projects. Performs analytical research, interprets data and completes sensitive projects. Partners with Administrative Services, Financial Services, Technology Services and General Counsel.


 

Under the general supervision of the Staff Services Manager I, the AGPA is responsible for performing work of high complexity in a wide variety of analytical and technical tasks associated with the Investments branch board agenda, personnel and administrative business processes. The incumbent is also responsible for providing various wide-ranging analytical, personnel and administrative support to the Investments Services Branch teams.  


 

The ideal candidate will possess the following skills:

  • Experience performing HR functions such as recruitment, compliance, resource planning
  • Excellent written and verbal communications skills
  • Experience working with Executives or Senior Leadership
  • Experience collecting, tracking and reporting data
  • Strong organizational, analytical, problem-solving, and critical thinking skill
  • Ability to effectively utilize Microsoft Outlook, Excel, Word and PowerPoint to perform daily job tasks
  • Ability to interpret and apply rules, regulations and polices
  • Ability to learn and adapt to new systems
  • Ability to prioritize workload, and ensure deadlines are met
  • Ability to exercise a high degree of initiative, independence, and good judgment
  • Ability to work effectively as an individual and as part of a team to support team, unit, and Investments Branch goals


 

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.
