Job Summary

 

The DNR is currently seeking a Wetland Habitat Program Supervisor in Glenwood, MN. 

This position provides supervision and technical direction to the Wetland Management Program, a program that conducts habitat assessments on wetlands, promotes and facilitates management of wetlands for the benefit of waterfowl, wildlife, and water quality, provides management recommendations and regulatory guidance through navigating the permitting processes, and monitors the results of management on wetlands. This management is conducted within the framework of priorities identified by the Section of Wildlife and the Wetland Management Program and according to all legal requirements for such management. It requires working relationships within the DNR and coordination among various outside partners, local units of government, the Federal Government, and other State Agencies.

Responsibilities include:

  1. Supervise and provide leadership for a statewide Wetland Management Program staff such that they are expert in assessing and improving wetland habitats for wildlife, waterfowl, and water quality.
  2. Provide programmatic direction on statewide wetland management strategies and priorities such that wetland habitats are enhanced for wildlife and waterfowl, meeting goals of various statewide conservation, and management plans are in compliance with funding requirements.
  3. Provide programmatic direction on assessment of wetland habitats across the state such that consistent survey methods are applied, wetlands are surveyed according to funding availability, and data is managed in a way that is accessible to other DNR staff and conservation partners.
  4. Perform assessments and management of wetlands; engage agency partnerships on wetlands to maintain and enhance wildlife habitat, evaluate program efficacy, and seek improvements through adaptive management, and develop and evaluate best management practices to promote.
  5. Increase awareness and understanding among the public and constituents of wetland ecology and management to facilitate support and acceptance of wetland management projects.
  6. Serve as the Section of Wildlife’s wetland ecology technical and management expert including participating on interagency work groups, providing technical review of wetland management plan/project proposals, providing data to supplement wetland proposals, and advising on policy issues related to wetland management.
  7. Conduct administrative tasks to keep the Wetland Management Program operational and in compliance with funding requirements and labor union contracts.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement. 

Qualifications

 

Minimum Qualifications

  • Bachelor's degree in Wildlife or equivalent field. 
  • Two (2) years of experience implementing wetland habitat management techniques including obtaining easements, reviewing engineering plans, drafting site management plans, observing construction of water control structures, and managing water levels
  • Two (2) years of experience as a supervisor or lead worker sufficient to plan and coordinate the financial, personnel, and equipment resources needed to meet the objectives of the statewide program.
  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.
  • Technical knowledge of wetland wildlife including species identification, habitat relationships, food habits, animal behavior, parasites and disease, life histories, and reproductive potential.
  • Ability to read and understand scientific literature pertinent to wetland ecology and management and apply such knowledge to the management of wetlands in Minnesota.
  • Technical writing skills to effectively compile reports and provide critical review of various documents including scientific publications and technical reports.
  • Ability to use Geographic Information Systems (GIS) sufficient to assess projects, record information, and compile reports.
  • Knowledge of funding sources commonly used by the DNR for wetland habitat projects.
  • Strong communication skills and abilities in all formats, with excellent capabilities to both develop and deliver quality communications orally as well as in writing with an emphasis on interpreting and translating scientific and technical information to a wide variety of DNR staff and stakeholders.
  • Experience in citizen participation, conflict resolution, and negotiation techniques.
  • Experience in maintaining and operating motorized boats and trailering boats.
  • Knowledge to identify aquatic plants.
  • Knowledge of census/survey techniques and their limitations. 
  • Knowledge of and/or experience with hunting and trapping traditions, methods, and regulations.

Preferred Qualifications

  • Master's degree in Wildlife or equivalent field with special emphasis on wetland ecology and management.
  • Experience conducting long range planning with the ability to set long-term and short-term goals and objectives that equitably empower all employees, stakeholders, and the public.
  • Experience using GIS in project assessments, data recording, or preparation of reports.
  • Ability to fly in small aircraft at low altitudes as an observer in aerial surveys. 
  • Knowledge of the organization and operation of the Department of Natural Resources, the Department’s budget process, procedures, and programs of other state and federal agencies, and the laws and regulations pertaining to wildlife, lakes, and wetlands. 
  • A working knowledge of other disciplines such as fisheries, forestry, engineering, soil conservation, and hydrology to guide the development of partnerships and projects. 

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.
