Job Summary
This position exists to supervise and administer large-scale Fisheries projects, including construction, design, permitting, and maintenance of habitat restoration and enhancement projects that are related to the fisheries management activities of the Minnesota Department of Natural Resources and to a lesser extent other Divisions and Sections of the DNR. The Fisheries Construction area of responsibility encompasses the Southern portion State of Minnesota Specifically focused on the Southeast. This position and program are focused on streams but also includes Aquatic Management Areas and Wildlife Management Areas.
Qualifications
Minimum Qualifications
Three years of experience leading habitat maintenance, habitat restoration, or habitat construction projects.
Thorough working knowledge of maintenance and operations, construction techniques and procedures as well as methods, practices, materials and equipment used in the construction and maintenance of various types of habitat improvement projects including earth moving equipment.
Strong understanding and knowledge of stream restoration and habitat improvement techniques.
Demonstrated knowledge of basic mechanical systems sufficient to troubleshoot systems issues and recommend solutions.
Ability to prepare plans and specifications, including estimating labor and material costs, for habitat construction and repair projects.
Skill in reading and interpreting plans for habitat improvement and maintenance, construction, and other natural resources projects.
Ability to navigate multiple administrative processes, including purchasing, permitting, natural heritage and environmental review.
Computer/typing and organizational skills sufficient to prioritize and complete work requests; administer a preventative maintenance program; and maintain complete and accurate records.
Demonstrated ability to effectively communicate with clientele, staff, supervisors, management, and outside contractors and vendors.
Demonstrated ability to prioritize multiple work demands from varied sources.
Interpersonal/human relations skills sufficient to provide effective supervision.
Organizational skills sufficient to maintain adequate inventory of equipment, supplies and tools.
Conflict management and problem-solving skills sufficient to solve problems that arise in the course of operational activities including working with landowners and NGO partners.
Ability to safely work in adverse weather and environmental conditions and to safely operate equipment.
Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.
Ability to set long term and short term goals and objectives that equitably empower all employees, stakeholders, and the public.
*Position requires a Class A Driver's License (CDL) with air brake endorsement, passing a pre-employment drug screen and participation in the DNR ongoing random screening program. Otherwise qualified applicants who do not have a valid Class A will be allowed up to six (6) months to acquire one, as a condition of employment.*
Preferred Qualifications
Site Management, Construction Installer and Design of Construction SWPPP certifications for erosion and stormwater management.
Two-year degree in Natural Resources Management, Environmental Studies, Ecology, Biology, or related field.
Training and experience in river restoration and fluvial geoscience.
Experience using Geographic Information Systems (GIS) hardware and software.
Experience supervising or leading new construction and/or maintenance projects.
Experience supervising or providing lead work direction to other employees including supervising or leading licensed or unlicensed trades' employees.
Experience with project management including planning and executing the work of a team to achieve specific goals.
Experience in trout stream survey protocol or easement acquisition process.
Experience working with private landowners and Nongovernmental partners.
Considerable understanding of the continuous improvement process in order to establish metrics, collect and analyze data with the goal of refining and improving current programs, practices, and procedures.
Additional Requirements
This position requires current possession of a valid Class A license with air brake endorsement or the ability to obtain one in the first 6 months of employment. The selected applicant will be required to pass a pre-employment drug screen and will be included in the ongoing DNR random drug and alcohol test program.
