Hybrid/Telework- *Although this is a hybrid opportunity, the successful candidate must be available to report to the duty station located in Olympia, Washington as needed. The selected candidate may be able to telework/work remotely up to two (2) days per week during the probationary/trial service period, and additional days may be approved at the discretion of the supervisor once permanent status has been achieved.

This role ensures WDFW gets the right technology at the right value by managing IT vendor relationships, contracts, and procurements. It provides guidance on hardware, software, and services purchases; ensures vendors meet their commitments; and keeps contracts compliant with state and federal requirements. The position also supports IT planning, budget projections, and licensing compliance so that agency systems run smoothly and spending stays transparent.
What to Expect-
Among the varied range of responsibilities held within this role, the IT Contracts and Procurement Consultant will be responsible for:
Vendor Management
- This position is the primary point of contact for IT Contracts, contract management, and vendor negotiations for IT Service and support
- Responsible for working with IT, business units, and contract managers in identifying and evaluating technology services providers that are consistent with the organization’s business strategy and operating environment.
- Responsible for the workflows and business processes for tracking and managing the work efforts related to IT contract management, leveraging the JIRA ticketing system and Novatus Contract Management system to the best of each systems intended functionality with a focus on continuous improvement.
- Engages all business stakeholders and subject matter experts to ensure continual improvement to IT purchasing process.
- Responsible for developing processes and workflows to ensure contracts, service renewals, and user licenses are accounted for and consistent with business needs and renewed timely to prevent disruption to business activities.
- Enforces security requirements during vendor onboarding, maintaining documentation of vendor-provided technologies, and supporting the organization's adherence to established cybersecurity asset controls
Service Delivery Management for IT Contracts and Procurement
- Analyze new and existing IT infrastructure hardware and software requests, including related maintenance renewals.
- Manage license compliance and leverage or negotiate discounts for hardware, software, and support agreements.
- Independently resolve complex issues related to technology acquired through procurements, ensure technology meets security policies and can interface with the existing technology footprint.
- Deliver strategic directions by finding the hardware and software to best fit the IT direction for new technology.
- Advise leadership on enterprise-wide vendor decisions toward new IT infrastructure software investments alongside existing software and hardware that should be discontinued
- Directly responsible for the day-to-day activities related to IT purchasing and contract management
- Responsible for providing guidance and strategic direction to IT Managers/Supervisors, technical support staff, and IT Services Stakeholders.
IT Contract Consultation
- Provides consultation and technical assistance to agency staff on matters relating to developing, managing, and monitoring IT solicitations and contracts to ensure compliance to procurement rules and policies.
- Work with staff to ensure specifications and performance standards are well-defined and do not restrict competition.
- Develops vendor statements of work to define the scope and deliverables for priority IT projects.
- Prepare evaluation criteria for bid evaluations; analyze and evaluate returned bids and/or proposals and determine compliance.
- Negotiation and preparation of complex IT contracts to provide or obtain services or goods for the agency, including technical contract support activities such as contract cost price analysis, contract compliance administration, or contract property administration.
- Negotiates with parties to any contract, agreement, etc., on terms and conditions establishing reasonable cost levels, equitable fees and profits, reporting dates and alternative proposals; coordinates the evaluation of bids and proposals with specialists who are concerned with the scope of the program.
Working Conditions:
Work setting, including hazards: Work is performed almost exclusively in an office environment. Exposure to hazards is limited to those commonly found in government office environments. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
Schedule: Standard business hours are Monday- Friday from 8:00 am to 5:00 pm but the incumbent may be expected to adjust the work schedule to meet business needs. A flexible work schedule can be considered at the incumbent's request, subject to supervisory approval. Works at an executive management level, with wide variation in demands for schedule flexibility and the need to work extra hours.
Travel: Some travel is required, and is typically local or regional, to meet with field staff, or attend or provide training.
Customer interaction: Frequent contact with agency IT staff, vendors, executive management, state and federal IT authorities etc. Topics may be very complex, and some contact may be with people who are angry, distraught or frustrated.
Qualifications:
Required Qualifications:
- Bachelor's degree in business administration, accounting, Economics, Computer Science, Computer Engineering, Information Systems or a related technical field of study.
- Four (4) years of experience negotiating, administering, and terminating contracts, contract cost/price analysis, contract compliance administration, organizing, creating, and guiding multiple high-dollar IT and service procurements simultaneously.
- Five (5) years of hands-on experience in at least two of the following: IT Architecture, Business Analysis, Project Management, Application Development, Infrastructure, Finance, or Data Analysis.
Note: Experience can be gained concurrently. Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess one or more of the following:
- Experience organizing, creating, and guiding multiple high-dollar IT procurements simultaneously to include but not limited to federal funding, state funding and grants.
- Additional years of demonstrated experience in public procurement and contracting for information technology goods and services (software licensing, hardware, or services contracts).
- Knowledge of Washington state laws and regulations governing government contracting.
- Knowledge of IT contracting, licensing, and data privacy regulations/laws and best practices
