Chief Operating Officer

Governed by a seven-member commission appointed by the Mayor of St. Louis and the County Executive, REJIS is dedicated to serving government agencies and public safety organizations with a comprehensive suite of technology solutions and services. Prioritizing the overarching needs of government, police, fire, corrections, probation, prosecutors, courts, and related entities, REJIS delivers information management systems, network management, hardware and software support, data and data center services, cybersecurity solutions, application development, IT services, training, and help desk support. While based out of St. Louis, Missouri, REJIS extends its impact across Missouri, Kansas, Illinois, and Ohio, supported by approximately 130 dedicated employees. Position Summary

REJIS is seeking a strategic and accomplished Chief Operating Officer (COO) to lead business operations such as, but not limited to: client support, client training, sales, marketing, go-to-market strategies, and contract management. Reporting directly to the Chief Executive Officer (CEO), the COO will drive operational excellence, foster enduring client relationships, and align initiatives with REJIS's mission to advance government access to technological services and enhance public safety through cost-effective, modern solutions. In collaboration with the CFO and CIO, the COO will navigate a dynamic technology landscape, leveraging a proven track record of senior leadership to promote ethical service delivery and organizational growth.

 

Key Responsibilities

  • Strategic Operations: Long term and direct client support, sales, training, and marketing functions, ensuring alignment with REJIS's strategic objectives, operational efficiency, and cost-effective service delivery.
  • Client Engagement: Build and sustain a strong Client Relationship Management program with government and public safety stakeholders across Missouri, Kansas, Illinois, and Ohio, enabling opportunities to understand and address their specific operational needs.
  • Market Expansion: Formulate and execute competitive market analyses and go-to-market strategies to broaden REJIS's client base, enhance service offerings, and drive organizational growth for the betterment of all REJIS clients.
  • Training Excellence: Spearhead the development and implementation of comprehensive training programs, enabling clients to fully utilize REJIS's technology solutions.
  • Contract Oversight: Manage client contract review, negotiation, and workflows, ensuring alignment with business objectives, ethical standards, and operational efficiency.
  • Executive Collaboration: Work closely with the CEO, CFO, and CIO to integrate operational strategies with business planning, financial planning, technological advancements, and organizational goals.
  • Leadership and Mentorship: Guide and develop department leaders and staff, cultivating a culture of accountability, innovation, collaboration, and professional growth within the organization.
  • Partner Collaboration: Forge strategic alliances with vendors and companies sharing REJIS’s mission to deliver innovative services and products to government and public safety organizations, enhancing interoperability, and solution integration to maximize client impact.

 

Qualifications

  • Education: Master of Business Administration (MBA), or a combination of education and professional experience that demonstrates masterful business acumen.   

 

  • Experience:  
    • 7–10 years of senior leadership in organizations with 130+ employees and/or $20M+ budgets.
    • Demonstrated success in competitive market analysis, go-to-market strategies, client relationship management, training, and contract management.
    • Preference for experience providing technology services to governmental and public safety organizations.

 

  • Skills and Competencies:  
    • Outstanding executive leadership and interpersonal abilities, with a proven capacity to inspire and manage diverse teams.
    • Strategic foresight and problem-solving skills in dynamic, client-oriented environments.
    • Robust business acumen, including expertise in operational efficiency, process optimization, and cost management.
    • Proficiency in managing complex stakeholder relationships with government and public safety entities across multiple states.
    • Commitment to supporting government and public safety organizations with integrity, prioritizing ethical data handling and exceptional service delivery.
    • Experience with NetSuite or similar Enterprise Resource Planning (ERP) software preferred.

Work Environment

  • Location: St. Louis, Missouri, with on-site work required and occasional regional travel.
