Deputy Division Director - Children, Youth, & Family Services

Hiring Range: $115,000.00 - $126,000.00 annually


This is a child protection position; child protection includes engaging families. It is reasonable to anticipate the need for flexibility in work hours periodically to accommodate client schedules. This position will need to be available on weekends and holidays. Schedule is subject to change.

Provides leadership, oversight, and management within the Children, Youth, and Family Services (CYFS) Division of the Department of Human Services (DHS). Develops strategic plans; builds and maintains a strong collaborative environment. Develops, interprets, and ensures the implementation and compliance of rule, policies, and procedures. Serves as the Children, Youth and Family Services Director in their absence. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

 

Essential Duties/Responsibilities

 

  • Provides administrative oversight and management of the Children, Youth, and Family Services (CYFS) Division, including establishing and overseeing goals, outcomes, and benchmarks.
  • Develops strategic plans, including establishing and communicating goals, objectives, and outcomes in collaboration with CYFS leadership.
  • Builds and maintains a strong, collaborative environment that promotes service integration throughout the division. Works with CYFS leadership to create, foster, and maintain values, culture, and a team-oriented environment.
  • Develops, interprets, and ensures the implementation and compliance of rule, policies, and procedures utilizing leadership in the service delivery philosophy.
  • Oversees and provides leadership during implementation of new programs; evaluates and monitors existing programs.
  • Provides coaching, direction, and supervision to management staff; conducts performance evaluations and provides hiring and disciplinary recommendations/direction.
  • Consults and collaborates with other agencies and community professionals regarding the establishment and implementation of DHS programs and services; serves as a community liaison in a wide range of community and DHS collaboration efforts locally and at the State level.
  • Determines and monitors quality assurance trends and ensures creation and/or adherence to practice and policy.
  • Provides administrative oversight of CYFS grants to enhance quality and capacity.
  • Assists with monitoring division budget as needed.
  • Represents the Children, Youth, and Family Services Division at various meetings to include the Board of County Commissioners, other agencies, and State and community meetings.
  • Serves as the Division Director of Children, Youth, and Family Services in their absence, including decision making on behalf of the Division Director in all division-related matters.
  • Performs other duties as required.

 
Supervision Exercised: This classification requires managing and monitoring work performance of assigned staff, including making final recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. This classification may occasionally require director-level or above supervision in cases of absence.
 
Supervision Received: Receives minimal direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.

 

Qualifications

Knowledge, Skills & Abilities
 

  • Working knowledge of Child Welfare laws, rules, and regulations.
  • Ability to effectively plan, schedule, and organize.
  • Ability to assess situations and make prudent decisions; ability to effectively apply conflict resolution and problem-solving skills.
  • Ability to demonstrate a broad range of leadership skills.
  • Ability to objectively evaluate the performance of others.
  • Ability to communicate and work effectively with co-workers, other agencies, elected officials, community partners and providers, and the public. Ability to provide excellent customer service.
  • Ability to effectively use standard office equipment, including computer, fax machine, copier and telephone; ability to use Microsoft Office.
  • Maintain regular and punctual attendance.

 Required Education & Experience
 

  • Bachelor’s degree from a higher education institution with course work related to the job responsibilities of a child welfare social caseworker as stated in Volume 7. Course work examples can include and are not limited to, the development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques.
  • Five years of experience in a human services management/supervisory position or a closely related field.

 Preferred Education & Experience
 

  • Master's degree in social work or human behavioral science field.
  • Two years of protection casework experience.
  • Experience with data and/or budget management.

 Licenses/Certificates
 

  • Must possess and maintain a valid driver's license.
  • Must obtain and maintain necessary certifications as applicable to position.
  • Must possess and maintain Colorado State Child Welfare Supervisor Certification or obtain within six months of hire.

 Pre-Employment Requirements
 

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

 

Work Conditions

Duties are primarily performed in a high-volume office and remote work environment; some travel may be required. May be required to travel to meetings and/or conferences which could require travel outside the local area or overnight stays.
