Director of Public Works

The City of Naperville seeks a Director of Public Works, leading a department of over 100 union and non-union employees.  This Director serves as a strategic partner with City Departments and the community in addition to managing, planning and directing the Public Works Department with the mission of providing quality services which include street maintenance, vehicle services, public building maintenance, street lighting, storm water maintenance, solid waste removal and recycling, forestry and Central Business District services.  

The anticipated hiring range for this position is $189,847.99 - $227,817.59 per year, commensurate with credentials and experience. The Pay Grade for this position is E295. For more information click here. (Download PDF reader)

 

 

Duties

 

The Public Works Department for the City of Naperville is comprised of four divisions: 

  • Operations - street and stormwater maintenance, forestry programs, traffic operations, downtown maintenance, winter operations, and brush and leaf collection
  • Public Building Operations - complete facility maintenance and custodial services for 58 City sites totaling 1.25 million square feet and 25 employee-occupied buildings
  • Fleet Services - repair and maintenance of all department City vehicles and equipment, and development of specifications for new and replacement vehicles
  • Administration – budgeting, purchasing, resident communications, solid waste and recycling programs, Household Hazardous Waste (HHW) collection and Recycling Drop-Off Center, landscape and concrete restoration program

The Director:

  • Provides innovative leadership and supervision to departmental employees. Develops managers and supervisors in the areas of accountability, goal setting, employee involvement, creativity, empowerment, decision making and risk taking. Also evaluates performance and solves personnel matters
  • Prepares and administers the departmental budget, anticipating future needs and delivering efficient programs based on long-term financial planning.
  • Leads in the development of the strategic plan and the integration of the plan into operational goals for the department while proactively anticipating and addressing issues, problems and opportunities facing the community.
  • Refines and improves internal processes and systems for the expeditious delivery of public works services.  I realistic, measurable departmental goals and objectives and develops and implements policies and procedures which strategically support those goals.  Clearly communicates goals and objectives to departmental staff members and measures goal attainment.  Regularly audits the effectiveness of programs, policies and procedures.
  • Provides excellent customer-focused, results-oriented services and creates a culture with transparent department boundaries.
  • In the role of principal advisor and strategic partner regarding public works issues, the Director attends City Council, departmental and governmental partner meetings.
  • Serves on the City’s Directors’ Leadership Team.
  • Regularly meets with the City Manager’s Office.
  • Fosters and supports the strategic use of technology in improving the efficiency and effectiveness of public works services.
  • Develops and implements effective systems of vertical and horizontal communication for regularly and effectively communicating with developers, contractors, local businesses, residents and other local stakeholders relative to proposed and current public works projects.
  • Participates in labor union contract negotiations and administers contract agreement provisions in resolving employee grievances.

 

Qualifications

 

Required:

  • Bachelor’s degree in business, Public Administration or related field.
  • Minimum of seven years of experience in public sector management or equivalent.
  • Equivalent combinations of education and experience may be substituted.

Preferred:

  • Master’s degree in Public Administration or related field.
