Essential Functions
- Under administrative direction, serves as the Application Development Manager for the Department of Innovation & Technology (DoIT), supporting the Office of the State Fire Marshal developing and recommending new procedures and techniques to improve the effectiveness of existing applications.
- Meets with users and subordinates to discuss user needs and determine appropriate procedures to maximize application performance and benefits for the agency.
- Organizes and performs special projects related to the use of technologies beneficial to agency operations.
- Serves as working supervisor.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, or telecommunications or directly related information technology fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience coordinating and leading cross-functional application development teams in the design, coding, testing, and deployment of enterprise-level web applications and system integrations using Agile and DevOps methodologies.
- Three (3) years of professional experience designing, developing, and maintaining complex cloud-based systems and services using Microsoft Azure for application deployment, monitoring, and performance optimization.
- Three (3) of professional experience managing end-to-end software development life cycles including project planning, stakeholder coordination, risk management, and issue resolution.
- Four (4) years of professional experience with enterprise application development utilizing C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, Azure DevOps, and Dynamics CRM.
- Three (3) years of professional experience implementing data integration strategies, including data modeling, transformation, and reconciliation across disparate systems.
- Four (4) years of professional experience analyzing specifications and design logic to produce, test, debug, and deploy C# with .NET code using Visual Studio to Azure DevOps in a production environment.
- Three (3) years of professional supervisory experience assigning and reviewing work, providing staff training, conducting performance evaluations, and managing personnel resources.
- Ability to analyze complex operational or procedural problems, exercise sound judgment, and recommend effective technical solutions.
- Ability to gain and maintain effective working relationships with associates, vendors, clients and others.
