Landscape Reviewer & Inspector

MINIMUM REQUIREMENTS 

Graduation from a CHEA accredited college or university with a major in Landscape Architecture, Forestry, Horticulture or a related field. Minimum of two (2) years of experience working in arboricultural, landscape architecture, plans review, or a related field. Registered Landscape Architect at time of hire OR must obtain ISA Certified Arborist or Registered Landscape Architect within six (6) months of hire. Valid Class D driver’s license.

GENERAL DESCRIPTION 

Under general supervision, responsible for reviewing and evaluating building, construction, and development plans for compliance with the City's Tree Protection Ordinance and other landscape ordinances. 

ESSENTIAL FUNCTIONS 

Supervises, coordinates and evaluates activities associated with the maintenance and installation of trees and landscaping; ensures compliance with the Tree Protection Ordinance and other landscaping codes. Reviews landscape plans and ensures the land development code and tree protection ordinance are followed. Enforces rules, regulations, and code requirements regarding zoning and landscaping requirements; advises on possible corrective measures. Provides updates on the status of on-going projects; closes out permits and requests. Communicates, provides information, and collaborates with internal departments, contractors, architects, engineers, business owners, other government agencies and Boards, the general public, or other parties on the coordination and execution of landscape and tree related projects and resolution of tree and landscape related problems. Keeps records, inventories and updates applicable databases, and conducts research to determine status of properties. Performs administrative duties related to review and inspection work. Issues stop orders and court citations for code violations; attends to court related matters concerning the City landscape code or tree protection ordinance. Inspects job sights and projects throughout project lifecycle to ensure proper traffic control, safety, and maintenance techniques are utilized; monitors work is completed according to approved plans and City codes. 

MARGINAL FUNCTIONS 

Conducts community outreach and education related to landscaping, City codes, and other tree and landscaping related regulations. Assists with maintaining and removing trees and/or debris from public areas during times of emergency. Performs related work as required. 

KNOWLEDGE, SKILLS AND ABILITIES 

Knowledge of arboriculture, horticulture, and landscape design. Knowledge of tree and landscape maintenance procedures. Ability to read and interpret construction, development, and landscape design plans and related documents. Knowledge on Manual on Uniform Traffic Control Devices (MUTCD) contents, utility components, and relevant Federal, State, and City of Knoxville laws, codes, and ordinances. Ability to communicate effectively both orally and in writing. Ability to maintaining databases and inventory. Knowledge of trees and landscape species, diseases, and other landscaping related subjects. Ability to interpret, communicate, enforce, and apply applicable laws, ordinances, codes, rules, regulations, standards, policies and procedures. Ability to monitor a project from start to finish and make calculated decisions. Ability to establish and maintain effective working relationships. Ability to plan and prioritize multiple activities simultaneously. Ability to operate databases and programs related to development, construction, landscape, and related projects. 

PHYSICAL REQUIREMENTS 

This position consists of primarily light work, requiring the incumbent to exert up to 20 pounds of force occasionally, and/or 10 pounds (or less) of force frequently, in order to lift/carry, push/pull, or otherwise move objects. MENTAL REQUIREMENTS 

This position requires the use of logic and/or scientific thinking to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple programs or projects.
