The State of New Hampshire, Department of Information Technology, Business Management Division - Dept of Transportation has a full time vacancy for IT Manager V.

SUMMARY:
 

This position serves as the primary point of contact for managing all Department of Information Technology (DoIT) relationships with the New Hampshire Department of Transportation (NHDOT). The IT Lead is responsible for gaining a comprehensive understanding of the agency’s operational needs and IT strategic objectives.

MINIMUM QUALIFICATIONS:

Education/Experience:

Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in information technology or data management, five years of which must have been in a supervisory or management capacity.

License/Certification:

Driver’s License and access to transportation

Other Requirements:

Must have strong written and oral communication skills along with the ability to make frequent public speaking engagements.
 

RESPONSIBILITIES:
 

Prioritizes, manages, and implements complex IT projects to ensure alignment with organizational goals and maximize return on investment. Leads strategic planning efforts to support NHDOT’s mission and business priorities and oversee all budget-related activities, including developing the biennium budget and ensuring the effective execution of approved financial plans.

Provides strategic and operational leadership for DoIT services as the Single Point of Contact (SPOC), acting as a liaison and business partner with the Agency at all levels. Negotiates SLAs, oversees short- and long-term IT strategies aligned with agency goals, and stays informed on industry trends and competitors.

Manages daily IT operations, including infrastructure changes, critical outages, and vendor contracts, ensuring solutions meet agency needs within schedule and budget. Oversees IT budgeting, purchasing, expenditure tracking, and forecasting. Leads agency IT initiatives, project planning, cost-benefit analysis, and ensures adherence to DoIT standards and policies.

Coordinates with federal and state agencies, contractors, and vendors to deliver projects on time and within scope. Provides project management oversight, including staffing, issue resolution, and stakeholder updates, following DoIT methodologies.

Collaborates across DoIT divisions to standardize operations, improve efficiencies, and define responsibilities. Manages DoIT and agency staff, ensuring compliance with policies.

Works closely with the DOT Data and Systems Workgroup (DSWG) to manage DOT’s IT requirements, advising executive management on IT decisions and providing regular updates. Acts as the DOT Bureau Administrator for IT solutions, overseeing data center operations, upgrades, and emergency response.

Defines and maintains IT performance metrics, leads planning and implementation of system projects, and facilitates procurement of software, hardware, and network services. Supports intra-department information sharing, staff training, and agency IT audits to ensure continuous improvement and compliance.
