AIR RESOURCES SUPERVISOR I

The Heavy-Duty Diesel Strategies and Implementation Branch within the Mobile Source Control Division (MSCD) has an immediate opening for a motivated manager in the Testing Development Section (TDS).
TDS plays a key role in developing and implementing heavy-duty vehicle regulations, including the California Air Resources Board (CARB) newly adopted Heavy-Duty Inspection and Maintenance (HD I/M) Program. The manager of this section will lead a team of talented staff in developing and implementing critical Clean Truck Check program with the main priority including the task of leading staff working with vendors to bring On-Board Diagnostics (OBD) testing devices to market. Other tasks include overseeing and supporting staff in the development of the Clean Truck Check database system as well as analyzing incoming vehicle test data to assess program effectiveness and potential areas of improvement. The manager will work closely with the Branch Chief, other managers within the branch, and staff to establish program policies, determine program rollout timelines, and assess future program needs.
The manager is expected to coordinate closely with other MSCD branches, the Division Office, and the Executive Office while developing and implementing this program. Extensive cross-divisional coordination will also be required with other partner divisions including, but not limited to, the Enforcement Division (ED), the Emissions Certification and Compliance Division (ECCD), and the Office of Information Technology (OIS). Further, this manager will also work closely with federal, state, and local agencies, industry and environmental groups, and other stakeholders and be expected to represent CARB in meetings and other public settings.
The manager is expected to have strong communication, leadership, and project planning skills and be willing to mentor and grow staff under their supervision. Relationship building, both internally and externally will be critical to the success of this manager. Finally, the manager will be responsible for fostering a team environment of shared trust, respect, and inclusion while ensuring projects stay on track to hit critical regulatory milestones.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
