Corporate Greenhouse Gas Reporting Specialist
The California Air Resources Board's (CARB) Industrial Strategies Division (ISD) is launching two new impactful, innovative climate programs, the California Corporate Greenhouse Gas (GHG) Reporting Program, authorized by Senate Bill (SB) 253 (Wiener, 2023; codified in Health & Safety Code § 38532) and the Climate Related Financial Risk Disclosure Program authorized by SB 261 (Stern, 2023; codified in Health & Safety Code § 38533). This announcement is one of several opportunities to join a newly established team within the Climate Data and Risk Reporting Branch (CDRRB) at ISD at the onset of developing these significant new programs.
CARB is seeking a Corporate Greenhouse Gas Reporting Specialist in the Air Pollution Specialist (APS) classification to join the Climate Data Reporting Section (CDRS) in the CDRRB. Under the direction of an Air Resources Supervisor I, the APS will serve as a technical specialist responsible for supporting the development and implementation of regulations for the California Corporate Greenhouse Gas Reporting Program implementing SB 253. The APS will:
• Conduct scientific and technical research to inform regulatory development, including the design of scope 1, 2, and 3 GHG emissions reporting requirements;
• Analyze emissions data and evaluate methodologies used by companies and other reporting programs;
• Assist in drafting regulatory language, guidance materials, and supporting documentation for rulemaking packages;
• Support the organization of public workshops and stakeholder outreach efforts, including preparing technical presentations and responding to public input;
• Help identify entities subject to reporting requirements and contribute to the development of datasets, communication strategies, and program guidance;
• Collaborate with other CARB teams, government agencies, and external stakeholders to ensure consistency and transparency in program implementation; and
• Contribute to the development and implementation of GHG emissions and climate-related risk disclosure programs, pursuant to SB 253 and SB 261.
This position requires strong analytical, scientific, and communication skills and offers the opportunity to contribute to a first-in-the-nation regulatory program aimed at driving corporate accountability and advancing California’s climate goals.
CARB's regulatory programs have potentially broad applicability to a large number of entities that do business in California. This position may be eligible for hybrid in-office work and in-state telework based on CARB's current telework policy with some in-person attendance required. Occasional travel may be required.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
