Office of Public Engagement, Equity, and Tribal Affairs has an opening for Staff Services Manager I (Specialist), Collaborative Engagement Specialist. The position is based at 1001 I Street, 19th Floor, Sacramento, with convenient access to public transportation.
The Collaborative Engagement Specialist will coordinate all State Water Board domestic well programs in the state. This involves ensuring alignment, coordination, and public communication. Key responsibilities include implementing requirements under Assembly Bill 2454 (Lee, 2024), which mandates new water testing regulations for private domestic wells serving rental properties in specific areas. The specialist will focus on outreach, education, and compliance efforts to ensure these properties meet state regulations. Additionally, they will serve as the primary liaison for domestic well issues, connecting the State Water Board, Regional Water Boards, Central Valley Salinity Alternatives for Long-Term Sustainability (CV-SALTS) Management Zones, Groundwater Sustainability Agencies, county officials, well owners, tenants, and other relevant parties.
Duties:
- Lead implementation and long-term coordination of requirements under AB 2454.
- Develop and execute an implementation plan that includes key milestones to meet programmatic goals and track progress
- Support strategic planning, interagency collaboration, and development of policy and funding proposals.
- Design and maintain a comprehensive, multilingual public outreach and education program.
- Create and manage public-facing tools and resources, including a website and educational materials.
- Organize and facilitate workshops, stakeholder meetings, and public engagement events.
- Develop and manage a statewide compliance tracking system to monitor participation and ensure timely communication of testing results.
- Prepare quarterly updates and annual reports on compliance and program outcomes.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
