Duties
1. Provides executive oversight of effective/efficient administrative operations and services, ensuring they meet the needs of the Bureau and ensuring they result in effective delivery of Bureau of Indian Education (BIE) programs to Indian tribes and people, including: building and maintaining an effective Instructor recruitment program to develop a pipeline of highly qualified candidates to work at Haskell Indian Nations University (HINU;) developing systems and providing executive oversight of procedures and processes related to financial management, budget management, contract and grant administration and real/property management; leveraging, building and providing oversight of state-of-the- art education systems and technology to automate records, bring new technologies to classrooms; ensuring appropriate policies, procedures, standards and systems are in place for efficient and effective facilities management and construction, environmental safety and student and faculty safety at schools; implementing effective communications and utilization of social media to reach parents, students, faculty and other interested education partners; and ensuring the effectiveness of management controls, preparation of annual assurance statements and timely correction of identified weakness.
2. The President HINU also establishes accountability and transparency for all administrative program areas; reviews, monitors and evaluates the administrative support programs for operational effectiveness, compliance with applicable laws and regulations and attainment of goals/ objectives; identifies administrative activities that have policy implications and takes necessary action.
3. Provides day-to-day executive oversight and management of the programs under HINU. Directs the review and development of administrative needs and requirements and creation of solutions to develop and sustain administrative excellence throughout the full reach of HINU. Collaboratively works with staff to identify needs and problem areas within each of the administrative functions and ensures that corrective actions are taken. Monitors the delivery of products and services with the administrative operations program. Collaborates with the Director - BIE to develop solutions for identified problem areas.
4. Provides executive oversight of all HINU financial management programs. Ensures that financial strategies, resources and systems are aligned with and fully supportive of the HINU mission, strategies, resources and operational and business needs. Oversees the development and implementation of financial strategies including results-oriented budget approaches, applicable performance metrics and goals, timely and accurate accounting and financial reporting, effective controls over contract cost and performance, and complete and accurate property accounts. Oversees the coordination and completion of annual financial reports, the development of plans to correct identified deficiencies in fiscal operations, and the implementation of corrective actions.
5. Provides executive oversight in the timely resolution of all investigative referrals and audits of HINU operations. Coordinates resolution of audit findings directed to organizations that receive grants from or contracts with BIE. Serves as the liaison with departmental offices for the management control program.
6. Provides executive management over HINU organizations and staff. Manages the staff in a manner that incorporates tribal priorities, addresses tribal concerns and improves the services that these offices provide to the Indigenous communities.

TQ 1. Ability to formulate and execute strategic and annual plans and budgets with goals, objectives, milestones, performance standards and measurement systems.
TQ 2. Knowledge of Financial accounting, contracting, property management, policy development, performance measurements and evaluative systems, workforce planning, grants administration, facilities management and safety, communications management, audit and evaluation, management control reviews, conflict resolution and equal employment sufficient to provide policy guidance and oversight.

Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations.
Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

Basic Requirements:
1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
