General Description: Responsible administrative work in directing and assisting staff engaged in investigation and enforcement of County codes and ordinances. The Code Enforcement Manager is a key member of the Planning and Development Management Team.
Essential Job Functions: Directs and Supervises the work of employees engaged in the investigation and enforcement of County codes and ordinances. Establishes procedures to resolve citizen and consumer inquiries and concerns, and monitors follow-up response by staff. Reviews and approves formal enforcement actions initiated by the division. Scrutinizes closed cases for consistency and accuracy. Conducts staff conferences to discuss policies and procedures, including instruction on all updated information. Explains and clarifies codes to business and property owners, developers and contractors, homeowner and civic associations, and citizen groups. Confers with the County Attorney's Office concerning legal issues related to code enforcement. Recruits and assists in interdepartmental cooperation to efficiently satisfy customer requests. Coordinates investigations with appropriate Federal, State, and Local agencies. Conducts quarterly and annual evaluations of assigned staff. Reviews and coordinates compliance with landfill use and associated regulations. Analyzes current and proposed ordinances to confirm enforcement capabilities. Assists with the preparation of the operating budget for the division. Participates in special projects. Serves as a member of the Land Development Code Review Team. Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of Federal, State, and County laws, ordinances, and regulations as well as processes related to their inception, adoption, and implementation.
- Ability to ascertain facts through inspection, interrogation, and observation.
- Knowledge and experience in the principles of office management, practices, procedures, equipment, and operational requirements.
- Ability to plan, assign, and supervise the work of subordinates.
- Familiarity with aerial photographs, site plans, surveys, and other related documents.
- Ability to establish and maintain effective working relationships with elected officials, other agencies, County employees, and the public.
- Knowledge of personal computers.
- Ability to express ideas clearly and concisely, orally and in writing, and to coordinate and participate in the research and assembly of data required for use in special studies and reports.
- Ability to lift and/or move up to 30 pounds and also push or pull heavy objects.
Minimum Requirements:
PHYSICAL SKILLS: Ability to lift and/or move up to 30 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Requires standing, walking, stooping, climbing stairs, and bending. May require some work in an outdoor environment. Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in criminal justice, leadership development, management, and/or land use planning or similar field. Eight (8) years' of supervisory experience as a Code Enforcement Field Officer or Manager.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Code Enforcement Professional (CEP) and/or completion of coursework for the three-certification levels of the Florida Association of Code Enforcement (FACE).
