Transportation Civil Rights Compliance Specialist Senior - Kanawha County

The Transportation Civil Rights Compliance Specialist Senior performs advanced level work monitoring and enforcing compliance with State and Federal civil rights and/or labor standards. This position will serve as a District Civil Rights and Labor (CRL) Coordinator for assigned Division of Highways districts and will perform progressive and complex agency functions within the AASHTOWare Project construction management system. Will also perform advanced work in monitoring and enforcing Labor Compliance, Contract Compliance, and other Civil Rights programs within assigned districts. Duties also include acting as a Lead Worker for CRL and providing on-going CRL training and technical support to highway construction contractors. Assists in preparing required federal reports, ensuring compliance with state and federal mandated requirements, and interpreting other related statutes, regulations, and policies. Experience with labor/payroll functions/processing is desired.  Must use independent judgement in interpreting and adapting generalized policies and guidelines. This position may use precedents or work directions to address specific issues or problems.  Assessment and analysis of unusual or unconventional methods are used in decision-making, and conflicting data or unusual circumstances may exist. Performs related work as required.

 

Minimum Requirements

 

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university.
  • Substitution: Experience, as described below, may substitute for the required training/education through an established formula.

REQUIRED EXPERIENCE

  • Four (4) years of full-time or equivalent part-time paid professional or technical experience in contract compliance, applying state and federal guidelines, or related experience.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for up to two (2) years of the required experience through an established formula.
