Air Pollution Specialist
This position can be located in Sacramento or Riverside County.
The Freight Incentives Section in the Freight Activity Branch (FAB) is recruiting for an Air Pollution Specialist (APS) to support the implementation and database management of the Proposition 1B Program, which provides incentives to clean up the diesel equipment that moves cargo throughout the State. Additionally, this APS will participate in the cost analysis components of upcoming regulations for freight measures. This includes responsibility for developing the cost analysis, the Standardized Regulatory Impact Statement (SRIA), associated regulatory documents, and presentations. The APS will coordinate with regulatory staff in FAB, and work collaboratively with other CARB sections, branches, and divisions to ensure that the cost analysis process is complete, thorough and robust. Further duties also include participating in teams to assist with the development, implementation, and monitoring of projects including new incentive, grant, and fund programs as needed to support the Ocean-Going Vessel (OGV), Commercial Harbor Craft (CHC), and other freight related regulations and to facilitate a transition to a zero or near-zero emission freight transport system. This includes providing technical and scientific assistance to CARB staff, air districts and stakeholders, and working closely with staff in other branches and divisions to help develop emissions reductions strategies including incentives, as well as industry initiatives and agreements, in reducing freight transport emissions.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
