**This position may be in the office for training, and then may be able to telework up to two days per week (if eligibility requirements are met).
PRINCIPAL DUTIES
In this position, you will manage the bureau for mental health professions and will report directly to the Licensing Administrator, who is responsible for Nursing, Mental Health, Cosmetology, and other professions. You will be responsible for leading and developing a team of four employees to ensure that all aspects of licensing are addressed, the boards and committees' function and are supported, and that laws and rules are complied with.
Key Responsibilities

Team Leadership and Development:
- Lead, mentor, and develop a team of four licensing specialists, fostering a collaborative and high-performing environment.
- Conduct regular performance reviews, provide constructive feedback, and identify professional development opportunities for team members.
- Delegate tasks effectively and ensure equitable workload distribution within the bureau.
- Onboard new team members and provide ongoing training on licensing procedures, regulations, and system updates.

Licensing Operations Management:
- Oversee and ensure the timely and accurate processing of all license applications, renewals, and related inquiries for the managed professions.
- Develop and implement efficient workflows and procedures to optimize licensing processes.
- Address complex licensing issues, appeals, and disciplinary actions in collaboration with legal counsel and boards.

Board and Committee Support:
- Provide comprehensive administrative and logistical support to the board and committees associated with the managed professions.
- Coordinate and facilitate board meetings, including preparing agendas, drafting minutes, and ensuring all necessary documentation is available.
- Act as a primary liaison between the bureau, licensees, and the respective boards and committees.
- Ensure board directives and decisions are accurately implemented and communicated.

Legal and Rule Compliance:
- Ensure strict adherence to all state and federal laws, administrative rules, and policies governing the licensing of mental health professionals.
- Stay abreast of changes in legislation and regulations impacting the professions and ensure the bureau's practices are updated accordingly.
- Collaborate with legal counsel on the interpretation of laws and rules, and in responding to legal challenges or public inquiries.
- Proposing regulatory amendments and actions to the licensing board.
- Collaborating with investigative personnel to ensure rigorous enforcement of licensing statutes.

Stakeholder Communication and Service:
- Serve as a primary point of contact for inquiries from licensees, professional organizations, the public, and other government agencies regarding the managed professions.
- Ensure high-quality customer service is provided by the bureau team, addressing questions and concerns professionally and efficiently.
- Develop and disseminate clear and concise information regarding licensing requirements, processes, and regulatory updates.
- Advising the Licensing Administrator, Assistant Division Director, and Managing Director
- Writing administrative rules.
- Performing other duties related to the management of a licensing team.
THE IDEAL CANDIDATE

MINIMUM QUALIFICATIONS
Experience managing, supervising, or leading employees, programs, and/or projects.
Competency with Word and Excel.
PREFERRED QUALIFICATIONS
- Current or Prior DOPL employee.
- Mental Health license (LCSW, LPC, LMFT, etc.).
- Experience in compliance with laws and regulations.
- Two or more years of supervision/management experience.
- Manage and coordinate licensing boards or other professional organizations.
- Experience writing administrative rules.

- Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
- Employer contributions to your 401(k) are vested after four years.
- Paid Time Off:
- Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
