Finance and Operations Director

Position: Finance and Operations Director
Supervisor: Executive Director
Classification: Permanent, Full Time, exempt


Purpose: The Finance and Operations Director partners closely with the Executive Director tolead the organization in consistently achieving its mission and financial objectives. The Finance and Operations Director plays a critical role as advisor and strategic thought-partner with the leadership team, helping to develop the organization’s capacity through strategic planning, policy making, and maintaining organizational effectiveness. This position provides leadership for the organization's operations with an emphasis on long-term goals and financial health, working as part of the leadership team to create high engagement from staff, board, and partners. The role requires significant independence, analytical skills, non-profit finance, grant application and management experience, people and project management experience, flexibility, and discretion.


Responsibilities include, but are not limited to:


Organizational Mission and Strategy - 10%
● Work with the Executive Director to ensure that the organization has a long-range strategy to achieve its mission.
● Work with the Executive Director and leadership to inform the development of programs,
organizational systems, and financial plans to move the organization from strategy to
action.
● Provide effective and inspiring leadership by being actively involved in all programs and
services, developing a broad and deep knowledge of their purpose, role, and
contributions to the organization.
● Keep senior management/Board of Directors informed with detailed and accurate reports or presentations.
● Support ASAP’s commitment to diversity, equity, and inclusion.
Finance - 60%
● Lead the budgeting process, ensuring accurate financial and cashflow forecasts.
● Manage the preparation of financial statements and reports.
● Maintain official financial records and documents.
● Manage all restricted funding and net assets reporting and review.
● Plan and manage all FTE assignments within the grant management process.

● Monitor cash flow and liquidity, managing investments and optimizing working capital.
● Ensure all financial transactions, including federal grant funding, restricted and unrestricted donations, and operating revenue, are properly tracked and recorded.
● Plan, coordinate, and manage the annual financial audit, federal single audit process, and exempt organization tax return (Form 990) processes, including preparation and review of reconciliations, financial schedules, analyses, process narratives, and other ad hoc requests. Serve as primary liaison with our independent auditors and tax preparers.
● Conduct financial analysis to support business decisions, grant strategy, and improve
financial performance.
● Manage identification and mitigation of financial risks, ensuring compliance with federal,
state and local regulations as well as company policies.
● Lead the development, implementation, and management of the organization’s financial policies, procedures, and systems.
● Supervise all accounts, ledgers, and reporting systems, ensuring compliance with
appropriate Generally Accepted Accounting Principles (GAAP), regulatory requirements,
and audit requirements.
● Ensure compliance with organization's Fiscal Operations Policies. Review and update
policies as needed.
● Review and implement internal control measures to maintain high standards and GAAP
compliance.
● Create annual program budgets with Program Directors and administer the annual
operations plan within approved annual and program budgets.
● Hold program directors accountable to internal financial processes and best practices.
● Approve invoices, staff expense reports, and bi-weekly payroll; oversee timely filing and
payment of multi-state payroll taxes in partnership with payroll provider.
● Lead the maintenance of Salesforce records and database across the finance team.
● Oversee and lead the Finance Committee quarterly review by preparing finance reports and rationale for review and approval by the board of directors
● Serve as a core member of the Administrative Team by collaborating on Executive Team
functions, including attending team meetings, ensuring compliance, org-wide performance
management, leading the annual budgeting process.
● Communicate with program-specific funders.
● Maintain a working knowledge of significant developments and trends in the field.
● Supervise staff and participate in hiring.


Grant Oversight - 15%
● Oversee project timelines for writing, submission, reporting, and modifications of grant
proposals with support from leadership and staff.
● Lead creation of grant application budgets, internal budgets and financial reports for
funders.

● Ensure compliance with funder required reporting and project expenditures across grants.
● Oversee all grant financial reports.
● Oversee grant application and award systems in database.
● Manage the grants process and update process documentation as needed.
● Ensure adherence to SalesForce for grant management.
● Monitoring of adherence to legal guidelines and internal policies.
● Maintain official records and documents, and ensure compliance with federal, state and
local regulations.


Operations - 10%
● Participate in review of program operations to identify opportunities to enhance operational processes and workflows for efficiency and cost-effectiveness.
● Manage resources, including budgeting, staffing, and equipment, to optimize productivity and achieve goals.
● Participate in ensuring program operations and activities adhere to legal guidelines and
internal policies.
● Contribute to identification and mitigation of operational risks to prevent disruptions to
business activities.
● Oversee and develop organization operational policies.
● Support the maintenance of Salesforce records and databases across teams.


Human Resources - 5%
● Participate in and lead HR initiatives for the organization.
● Provide effective and inspiring leadership by developing a broad and deep knowledge of all ASAP programs, including their purpose, role, and contributions to the organization.
● Support development and implementation of annual work plans, project management plans, career development plans, and project budgets.
● Maintain official HR records and documents, and ensure compliance with federal, state and local regulations.
● Manage employee benefits programs, including health insurance, retirement plans, and
other perks.

Preferred Knowledge, Skills, & Experience
● Ability to consistently make good decisions through a combination of data analysis,
wisdom, experience, and judgment.
● Technology and IT management
● Legal regulations in relation to development, fundraising, and accounting
● Working knowledge of Human Resource law (EEO, FLSA, FMLA, OSHA, NCDOL).
● Problem solving, project management, and creative resourcefulness

● Grant writing, grant reporting, and compliance administration
● Knowledge of and commitment to ASAP’s mission, vision, and equity statement.
● Understanding and commitment to diversity, equity and inclusion in the local food system.
● Experience managing people, ideally familiarity with a coaching model of leadership.
● Strong organizational skills that reflect an ability to manage many projects simultaneously and prioritize tasks effectively.


Required
● Knowledge and skills as typically acquired by a bachelor or Master’s degree in finance,
accounting, or other related fields with focus on financial strategy, corporate finance, and
leadership.
● At least 7 years of financial management and supervisory experience.
● At least 5 years of experience with nonprofit finances.
● Knowledge and experience in the field of accounting (FASB, GAAP), and federal grant
management (OMB, CFR, eCFR).
● Understanding of and ability to manage and apply GAAP standards to all financial aspects.
● Experience with project and budget management.
● Experience with annual financial audit, federal single audit process, and exempt
organization tax return (Form 990) processes; serving as primary liaison with independent
auditors and tax preparers.
● Proficient in appropriate software (Salesforce, Google Workspace, Quickbooks,
Smartsheet).
● Must provide consent for a background check. ASAP does not base our employment

● Some local travel may be required.
● This is an exempt position with the expectation of working standard business hours, with
after hours, evening, or weekend work as needed to meet project deadlines.


Compensation
The starting salary for this full time position is $68,000 - $72,000. Employees are immediately eligible for fringe benefits including 10 paid holidays, 12 paid sick days, 12 paid vacation days (paid vacation increases with term), employee workplace wellness initiatives, an Employee Assistance Program for the entire household, and employer match of 3% to SIMPLE IRA.
