The Administrative Services Manager (ASM) performs a variety of financial functions and business management to support the Division of Child & Family Services (DCFS) Northern Region. A foundational knowledge in finance, accounting, and professional work experience handling high dollar budgets is a must; as well as strong written and verbal communication skills, and professionalism.
Responsibilities
Regional Financial Management: Proven ability to serve as a regional financial lead, aligning financial support with operational needs.
Budgeting & Forecasting: Expertise in managing regional financial activities, including monthly forecasting, budget development, and expenditure monitoring.
Expenditure Analysis: Skilled in analyzing expenditure patterns and preparing justifications for appropriation requests.
Fiscal Oversight: Adept at reviewing fiscal operations to ensure data integrity, accuracy, and control.
Year-End Close-Out: Experience assisting with state and federal fiscal year-end closing procedures.
Trust Account Monitoring: Proficient in managing and monitoring trust accounts.
Inventory Control: Experience in overseeing and managing inventory control processes.
Facility & Fleet Management (Financial Aspects): Understanding of the financial aspects related to facility and fleet management.
Regional Financial Team Lead: Serve as the fiscal lead to support regional on-call, regional grant budget monitoring, review of regional fiscal practice to ensure efficiency and compliance and support the regional leadership team to meet the region’s operational needs.
Team Supervision: Demonstrated ability to supervise a team, including hiring, workload management, delegation, training, performance evaluation, and disciplinary actions.
Collaborative Leadership: Ability to work closely with the DCFS state office, regional directors and administrative teams to provide effective financial support and communication.
Issue Resolution: Skilled in identifying and resolving sensitive and complex issues.
Special Project Management: Experience managing special fiscal projects of a highly specialized nature.
Data Integrity Management: Strong understanding of maintaining system and data integrity.
Qualifications
Minimum Qualification:
Financial Acumen & Analysis: Deep understanding of economic and accounting principles, financial markets, and the analysis and reporting of financial data.
Mathematical Proficiency: Strong foundation in arithmetic, algebra, geometry, calculus, and statistics, with the ability to apply these concepts.
Strategic Business & Management: Knowledge of strategic planning, resource allocation, leadership techniques, production methods, and team coordination.
Performance Monitoring & Improvement: Proven ability to monitor and assess performance (individual, program, organizational) to drive improvements and implement corrective actions.
Analytical & Problem-Solving Expertise: Adept at identifying complex problems, analyzing information, developing, and evaluating solutions.
Sound Judgment & Decision-Making: Ability to weigh costs and benefits to make informed and appropriate decisions.
Data Management Skills: Proficiency in using Microsoft Excel and Access for data management and analysis.
Customer & Stakeholder Focus: Understanding of principles and processes for providing excellent customer and personal services, including needs assessment and quality standards.
Preferred Qualification:
Preference may be given to candidates who:
Are currently employed with the Department of Health and Human Services (DHHS)
Three to five years of managing complex financial operations with in-depth knowledge in government accounting, budgeting and forecasting and federal grant management, etc
Team Supervision: Demonstrated ability to supervise a team, including hiring, workload management, delegation, training, performance evaluation, and disciplinary actions.
