Position Overview
The Chief Operating Officer (COO) is a senior leader responsible for overseeing and aligning VCDC’s core operational areas: Acquisitions (Development), Asset Management, and Equity Funds. Reporting directly to the President & CEO, the COO ensures strategic plans are effectively implemented and that operational systems support VCDC’s mission, people, and partners.


The COO will strengthen internal processes, manage cross-functional performance, and foster a thriving, equity-driven organizational culture. About VCDC
VCDC is a nonprofit community development organization based in Richmond, Virginia. We 
provide capital solutions and strategic partnerships to support affordable housing and community development across Virginia and beyond. Our work includes equity investments backed by LowIncome Housing and Historic Tax Credits, compliance and capacity-building support, and consulting services. Through our affiliates, the Virginia Community Development Fund (VCDF) and Virginia Community Development Advisory Services (VCDAS), we also offer lending and technical assistance for housing, commercial, and economic development projects.

Key Responsibilities


Operations & Performance
• Lead daily operations across Acquisitions, Asset Management, and Equity Fund 
programs.
• Align teams and systems to organizational strategy; track and report on key performance 
indicators.
• Oversee equity fundraising efforts, fund readiness, capital deployment, underwriting, and 
asset oversight.
• Improve internal workflows and ensure compliance with investor, legal, and 
programmatic standards.


People & Partnerships
• Supervise and support staff of Acquisitions, Asset Management, and Equity Fund 
programs; promote shared learning and accountability.
• Champion a culture of inclusion, mission alignment, and operational excellence.
• Represent VCDC at conferences, with partners, and in external forums.
• Collaborate with the CEO and leadership team on strategic priorities and Board 
engagement.

Qualifications

Ideal candidates will bring many of the following qualifications:
• 10+ years of leadership experience in affordable housing, real estate, community 
development, or related sectors
• Demonstrated experience managing people, systems, and organizational performance, 
with a track record of leading growth, scaling operations, strengthening systems, and 
guiding teams through periods of change or transformation; including equity fundraising 
or other mission-driven initiatives.
• Demonstrated proficiency and comfort utilizing technology tools and platforms, 
particularly Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
• Demonstrated commitment to equity-centered leadership and integrating DEI principles 
into organizational culture and operations
• Experience supporting or collaborating with nonprofit boards, investors, or external 
stakeholders in a leadership capacity
• Strong interpersonal, financial, and operational communication skills
• Familiarity with equity fund structures, asset management, and investor communication
• A bachelor’s degree or equivalent experience is required; an advanced degree in business, public administration, planning, or a related field is preferred

• Travel: Occasional travel required across Virginia and adjacent states. A valid driver’s 
license is essential.

Compensation & Benefits
At VCDC, we believe compensation should reflect both the impact of the work and our 
commitment to organizational values. We use national and local salary surveys, structured pay bands, and internal benchmarking to ensure our pay practices are fair, competitive, and transparent.


• Salary and Pay Band: $135,000 to $205,000. This represents the full compensation 
range for the role over time, not necessarily the starting salary.
• Starting Salary: The expected starting salary will be commensurate with experience, 
skills, and qualifications. Candidates should expect an offer within the lower to midrange based on relevant experience, with progression opportunities tied to performance 
and tenure.
• Bonuses: Performance-based bonuses may be available depending on individual and 
organizational outcomes.
