Job Summary: Under the general direction of the Director of Audits, the Manager Audit Forensic manages fraud audit & investigation activity including the Fraud Hotline, investigates allegations of fraud or abuse related to Milwaukee County government activities & works with auditors to incorporate fraud awareness in audit projects. Also to develop fraud prevention and detection strategies and procedures & make recommendations to improve internal controls. Under the direction of the Deputy Director of Audits, manage both staff and project for performance audits.
Essential Duties and Responsibilities:
- Plan, organize, perform and supervise other auditors in conducting investigations of suspected incidents of fraudulent or inappropriate acts. Manage the Fraud hotline, identify, gather, and analyze evidentiary data and records. Conduct confidential interviews.
- Maintain division records and documentation in a manner appropriate for use in judicial or administrative hearings. Maintain Hotline database. Prepare “Annual Report on Fraud Hotline and Other Audit Activities Related to Fraud and Abuse.
- Develop and maintain effective professional working relationships with persons within and external to Milwaukee County government. Work with law enforcement officials (e.g. briefings, consultations). Provide expert testimony in legal and administrative proceedings.
- Act as an internal consultant to audit staff regarding issues of potential fraud and risk of fraud. Maintain status as a Certified Fraud Examiner (CFE) in good standing. Stay abreast of current trends, practices, and methods in forensic auditing.
- Manage, motivate, and directly supervise professional staff through ongoing guidance and direction; monitor work quality and progress in meeting audit objectives. Oversee planning, fieldwork, and writing phases of complex audits in conformance with Government Auditing Standards. Audit production projected to be one audit annually.
Minimum Requirements:
- Current resident of the USA must establish WI residency with 6 months of appointment and maintain residency during incumbency.
- Bachelor Degree in Analytical Disciplines or a closely related field
- Must have a Certified Fraud Examiner certification or be responsible for obtaining CFE certification within six months a condition of employment.
- Experience at an Intermediate level with computer software programs including Microsoft Office, Outlook, Excel, Word and PowerPoint
- At least Five (5) years of related practical work experience performing Government Performance Audits (or related experience)
- At least Three (3) years of Supervisory/Management experience.
- Current Driver's License and access to a reliable insured vehicle; both maintained throughout employment
Additional Knowledge, Skills, and Abilities:
The ability to manage teams that work with high volume and variable work demands and deadlines. Interpret and adapt to established practices and procedures, using independent judgement, for situations where the applications are not clearly defined. High level of communication skills, speaking, reading, and writing reports and correspondence. Frequent contact with internal and external contacts and need to explain complex information clearly. Maintain sensitive and confidential information with a high degree of knowledge of authority in securing, understanding and cooperating with multiple departments. Perform other duties as needed and required.
