About RITA: Our Mission at RITA is to provide Ohio cities and villages with a high quality, cost effective municipal tax collection service.  We currently serve over 400 cities and villages across the State of Ohio, collecting and distributing more than $2B of municipal income tax revenue annually, at an average cost in 2024 of just over one cent of every dollar collected.  These income tax dollars are crucial to the provision of the public safety, infrastructure and recreational services that make these cities and villages great places to live, work and do business. About the Role: The Developer 1 is an entry-level software developer who supports the development team in designing, coding, testing, and maintaining application systems. Under direct supervision, this role works closely with senior developers to implement technical solutions while gaining hands-on experience in software development best practices. The Developer 1 participates in troubleshooting, debugging, and resolving issues, assisting in production support as needed. While still developing technical expertise, this role requires a foundational understanding of programming concepts, problem-solving skills, and a willingness to learn in a collaborative team environment.     

 

EXAMPLES OF ESSENTIAL FUNCTIONS

  1. Analyzes business requirements and software maintenance requests to determine technical solutions. Develops and tests technical solutions to meet the needs of the Agency.
  2. Develops software code and unit tests to fulfill business requirements prepared by BA/QA personnel. Helps in creating and maintaining SQL Reporting Services reports.
  3. Documents current systems and maintains system documentation with build notes and code comments at check-in.
  4. Estimates personal development levels of effort based on requirements from BA/QA.
  5. Troubleshoots software defects and data corruption. Prepares documentation for repairing the root cause and provides scripts to repair data corruption. 
  6. Participates in Peer Code Reviews
  7. Maintains professional knowledge in applicable areas. Keeps abreast of changes in the field. Research new business trends. Reads and interprets professional literature. Attends training programs, workshops and seminars as appropriate.
  8. Writes code that conforms to RITA’s Coding Standards. 
  9. Provides Level 1 and 2 support for computer applications (on-call if necessary). Daily production fixes that can be considered Hot Fixes. Develops ad hoc query request for product owners.
  10. Performs other related work as assigned.

Physical Requirements: The individual assigned to this position must be able to complete all physical requirements of the job, with or without a reasonable accommodation, which include, but are not limited to the following:

  • Must be able to remain in a stationary position 75% of the time. 
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer.
  • Frequently communicates with other Development Team members. Must be able to exchange accurate information in these situations.

About You: Bachelor’s degree in Computer Science, or closely related field preferable; supplemented by up to two (2) previous experience and/or training involving Information Systems Development; or an equivalent combination of education, training, and experience.

 

Familiar with various software programs, such as Excel, Word, PowerPoint, Visual Studio Team System and Team Foundation Server/Azure DevOps.

 

Familiarity with General Development Skills:

  • Problem Solving
  • Teamwork
  • Relational Database concepts and principles 
  • Current Internet technologies
  • Software Design, Debugging, Documentation and Testing
  • Software Development Fundamentals, Software Development Process, Software Requirements, and Object-Oriented Programming (OOP) Design and Coding knowledge is desirable.
