Opioid Response Project Coordinator

The City of Roanoke seeks to hire an Opioid Response Project Coordinator with Opioid Abatement Authority (OAA) grant funds to provide oversight to individual and cooperative OAA projects within the City of Roanoke. The Coordinator provides leadership, planning, management, and coordination of the City's response to the Opioid Crisis. The project involves regularly updating an established resource guide, managing the website that hosts the resource guide, links to additional resources, and a data dashboard, as well as frequent collaboration with stakeholders. The position will ensure the effective monitoring and compliance with all activities related to the national opioid settlements and the Opioid Abatement Authority, including individual and cooperative applications to the Opioid Abatement Authority.

The position is grant-funded and not guaranteed from year to year; however, it will be included in the 5-year plan that must be renewed annually.
 

This position will report to the Strategic Projects and Grants Manager within the Office of the City Manager, facilitating effective communication across all areas within the City that are connected to OAA funding. This position will work closely with the Finance Department, which assists with grant financial reporting and accounting.

The Coordinator assists in leading and managing the City's response to the opioid crisis. Key responsibilities include updating a resource guide, overseeing a related website and data dashboard, and collaborating with stakeholders. The role also involves monitoring compliance with national opioid settlements and managing applications to the Opioid Abatement Authority.

Examples of Duties

 

Essential Duties and Responsibilities:

· Manage project scope, objectives, and deliverables in alignment with the City of Roanoke and the Virginia Opioid Abatement Authority goals.

· Ensure that monthly and annual updates to the resource guide are made accurately and on time.

· Assist in preparing and presenting reports to the City of Roanoke senior leadership team and the Virginia Opioid Abatement Authority.

· Analyze project performance and identify areas for improvement.

· Research, prepare, and manage grant proposals and reports for federal, state, and private funding sources.

· Establish and maintain effective and efficient systems to monitor the myriad funding streams addressing the opioid crisis

· Oversee project timelines to ensure all milestones are met on schedule.

· Ensure compliance with local, state, and federal standards for all tasks and projects through effective monitoring

· Collaborate with stakeholders in the City of Roanoke

· Lead the planning and execution of the data dashboard and website, ensuring accurate information while collaborating with content creators and community stakeholders to produce and update resources

 

Typical Qualifications

 

Qualifications, Knowledge, and Abilities:

· Bachelor’s degree required, with specific training in grants management

· Three (3) to five (5) years of experience with an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities

· Experience collaborating with other agencies and coordinating services;

· Experience in policy development and implementation

· Experience in project management

· Ability to analyze data and present it visually to lay individuals

· Experience working with community stakeholders, not limited to non-profits, healthcare agencies, and government sectors

· Knowledge of substance abuse disorders, especially opioid use disorder, including treatment and support options

· Experience in communicating with diverse communities, establishing, and maintaining cooperative working relationships

· Work independently and collaboratively on complex projects, exercising appropriate discretion and judgment

· Excellent oral and written communication skills, including presenting to groups and in a one-to-one setting

· Passion for supporting recovery and treatment of substance use disorders, specifically opioid use disorder, and improving access to resources

· Federal or local grant management experience is preferred

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints orally or in writing. Ability to make effective and persuasive speeches and presentations on controversial or complex topics.

REASONING ABILITY 
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.
