General Description
Performs moderately complex (journey-level) work reviewing and analyzing financial data for the Texas Water Development Board's Disbursement Review Team (DRT). Work involves reviewing and approving funding releases. Provides customer service and technical assistance to internal staff regarding outlay review and processes for TWDB financial assistance programs, including the Drinking and Clean Water State Revolving Fund programs, the Economically Distressed Areas Program, and the FMP funded through the Flood Infrastructure Fund program. Reviews invoices, analyzes, and approves outlays required in support of disbursement requests for federal and state-funding programs. Coordinates with the Outlays and Escrows Department in the Program Administration and Reporting (PAR) division and Regional Water Project Development’s (RWPD) team managers and engineering staff as needed to ensure ongoing success of projects and timely review and approval of disbursement requests. May train others. Works under general supervision with limited latitude for the use of initiative and independent judgement. Reports to the Manager of the Disbursement Review Department.
Essential Job Functions
- Analyzes and approves disbursement requests in the form of outlay reports submitted to the TWDB in accordance with approved procedures and programmatic requirements.
- Ensures all documents are accurate and maintained with exemplary organization and quality and are accurate for review and payment processing and/or release.
- Reviews budgets, invoices, and incoming outlays in collaboration with DRT team.
- Coordinates closely with RWPD engineering staff on project status and project budgets issues.
- Coordinates closely with PAR on outlay processing.
- Processes information by auditing and verifying financial data.
- May train others.
- Must be detail oriented.
- Represents RWPD at meetings with stakeholders.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Minimum Qualifications
- Graduation from an accredited four-year college or university with a bachelor's degree.
- One year of relevant work experience in finance and/or accounting.
- Relevant education and experience may be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Three years of work experience in accounting and/or finance.
- Previous experience with state government payment processing.
- Experience working on publicly funded infrastructure projects.
- Familiarity with the different phases of infrastructure projects.
- Familiarity with how projects progress from planning through construction.
- Advanced-level skills with Microsoft Office, primarily Excel, Word, Outlook.
- Experience using other Microsoft applications including Teams, Planner, and SharePoint.
Knowledge, Skills, and Abilities
- Knowledge of local, state, and federal laws and regulations relevant to the Disbursement Review Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of state and federal funding programs.
- Skills in using Microsoft Office programs such as Word, Excel, Teams, SharePoint, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

- Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.
