The Illinois Department of Innovation and Technology (DoIT) is seeking a Manager for the Tax Platform Processing Section supporting the Illinois Department of Revenue (IDOR).
The DoIT Team at IDOR is responsible for the development, implementation, and support of technology solutions that support IDOR initiatives to administer Illinois tax laws and collect tax revenues in a fair, consistent, and efficient manner for the taxpayers and to provide accurate, timely, and reliable funding and information to state and local constituents.
This Manager should have in-depth knowledge of the current and up-and-coming trends in the IT field and be highly proficient in the discipline of software development, project management, and team development.
To be successful, you will need to be highly analytical and professional and possess effective communication skills and excellent organizational skills.
The selected candidate will serve as a full-line supervisor with experience managing customer relationships, collaborating with architects, team leads, developers, quality control, documentation, and management team members.

Essential Functions
• Subject to management approval serves as the Tax Platform Processing Section Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR) managing the development and maintenance of systems used by the section.
• Serves as full line supervisor.
• Assists the Division Manager with short and long term IT strategies and processes providing input into operating policies and procedures which will enhance Division operations relative to the mission of the Department.
• Coordinates testing and implementation of systems modifications with internal and external agency users and ensures appropriate approvals are obtained.
• Directs technical program budget preparation providing input into Division budget projections for the section.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related information technology fields.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunications, or directly related information technology fields.
• Requires four (4) years of professional IT supervisory or team leadership experience.
Preferred Qualifications
• Five (5) years of professional experience managing IT systems or tax processing platforms, including direct supervisory experience leading cross-functional teams in an enterprise or government environment.
• Five (5) years of professional experience leading stakeholder engagement to gather, analyze and translate complex business and legislative requirements to scalable technical solutions.
• Four (4) years of professional supervisory or team leadership experience in a systems development or support environment, including performance evaluation, staffing, and resource allocation.
• Four (4) years of professional experience mentoring or developing IT staff, including conducting training, coaching, and knowledge transfer initiatives.
• Four (4) years of professional experience managing projects or implementing change control processes within the Software Development Life Cycle (SDLC) framework, with a focus on enterprise tax or financial systems.
• Four (4) years of experience ensuring compliance with data privacy and security regulations such as IRS Pub-1075, HIPAA, GLBA, PIPA, or comparable federal/state standards within tax or financial systems.
• Extensive knowledge of object-oriented programming concepts and proficiency in languages such as vb.net or C#.
• Ability to lead resolution of complex operational or system-related challenges through root cause analysis, strategic planning, and cross-team collaboration. analyze complex administrative challenges and determine effective solutions.
• Ability to establish and maintain collaborative relationships across IT, business units, and external agency stakeholders to ensure alignment and delivery of shared goals.
• Demonstrated strong verbal and written communication skills with the ability to convey technical concepts to non-technical audiences and prepare formal documentation and reports.

• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
