Essential Functions
• Under administrative direction, serves as a Business Analyst for the Department of Innovation & Technology (DoIT), supporting the Illinois Liquor Control Commission (ILCC) in performing complex professional and advisory functions and performing in-depth assessment and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications.
• Writes user stories, use cases, and program specifications and participates in design, testing, training, knowledge transfer, system tuning, and system implementation in order to translate and track results of business analysis through the entire system development life cycle (SDLC).
• Serves as a project team leader working on complex projects with DoIT technical staff and determining and coordinating project components such as project scheduling and assignments.
• Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing and documentation process.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
• Requires three (3) years of professional experience in Applications Services or a related Information Technology field.
Preferred Qualifications
• Three (3) years of professional experience developing detailed user stories, use cases, and functional specifications for web-based application development in a regulated or public-sector environment.
• Three (3) years of professional data management experience reviewing and verifying requirements traceability, preparing test plans, executing test cases, and validating results to ensure business requirements are met throughout the SDLC.
• Three (3) years of professional experience using SDLC methodologies and tools including, MS Project, DB2, SQL, Visual Studio, and .Net Framework to support system analysis and project delivery.
• Three (3) years of professional experience conducting business process modeling and creating diagrams (e.g., data flow, swim lane, or process maps) to translate requirements into system design.
• Three (3) years of professional experience analyzing legacy systems or applications to design and implement process reengineering or modernization solutions.
• Three (3) years of professional experience leading cross-functional IT project teams, including assigning tasks, reviewing deliverables, and ensuring project milestones align with stakeholder expectations.
• Ability to coordinate the work of associates to achieve desired results.
• Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
• Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
• Developed verbal and written communication skills to present technical information clearly to diverse audiences, including business users, development teams, and agency executives.
