The NC Department of Commerce, Utilities Commission is looking for a Public Utilities Regulatory Analyst I. This position is assigned to the Accounting section of the Operations Division within the Utilities Commission.
The work of the Public Utilities Regulatory Analyst I position focuses on, in general, cost recovery by the utilities and service quality of the utilities. In general, the Commission works to understand the costs that utilities incur to provide service to customers and to establish just and reasonable rates that the utilities may charge customers in order to recover those costs. This position is involved in the following types of proceedings before the Commission: general rate cases; annual expense or commodity cost recovery proceedings; rule-makings; and requests for special accounting orders and other types of proceedings.
This position functions, in effect, as a technical expert for the Commission. This position will be involved in matters involving utilities regulated by the Commission, including under supervision, work on complex accounting matters. This position is responsible for analyzing financial data, audit reports, and other accounting information related to the regulated public utilities and, under supervision, making written and oral recommendations to the Commission regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial matters. This position also researches, analyzes, and evaluates complex technical accounting and financial issues coming before the Commission for decision. The work requires the ability to read and review both testimony and workpapers of parties appearing before the Commission, to write clearly and effectively, and to communicate technical information clearly and concisely to technical and lay audiences, both orally and in writing.

The salary grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

This position requires a highly motivated and diligent individual with high degrees of initiative, integrity, and attention to detail who can function efficiently and effectively individually and as a member of a team.
The individual in this position must also possess the following specific knowledge, skills, and abilities:
- Working knowledge of Generally Accepted Accounting Principles (GAAP).
- Demonstrated knowledge of or the ability to acquire knowledge of investor-owned utility’s accounting practices and related regulatory accounting rules and regulations, including Uniform System of Account.
- Experience analyzing financial statements and/audit reports.
- Ability to research, analyze, and evaluate accounting issues and/or policy issues related to public utilities.
The ability to defend analyses, opinions, and recommendations relating to the variety of complex issues that routinely come before the Commission in the context of adversarial proceedings.
Strong writing, communication, time management and organizational skills.

Bachelor's degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; or an equivalent combination of education and experience.
