Field Operation Specialist

Salary: $26.63/ hr. - $29.39/hr. ($55,397/yr. - $61,126/yr.)

Position Summary:

The Home Studies and Post Release Services (HSPRS) Field Operations Specialist (FOS) is responsible for coordinating logistical and on the ground support to Home Study and Post Release Services staff who provide services to release unaccompanied children per Office of Refugee Resettlement (ORR) requirements.  The Field Operations Specialist must be experienced in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of resources when needed.  This position will report to the Director of Business Operations for HSPRS and work directly with Morrison ORR Business team, Case Managers, Program Director, and Assistant Program Directors.  

 

Duties and Responsibilities:

  • Support in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of resources when needed.
  • Develop and implement systems and processes to support staff with travel, and will book travel arrangements for staff, as needed.
  • Knowledge and understanding of government travel regulations, including employee travel procedures and per diem rate structures.
  • ​Works closely with Case Management supervisors and Assistant Program Directors to Provide support on the field to team members when traveling. 
  • ​Monitor staff compliance with budget expectations in collaboration with program directors, business coordinators, and finance staff. 
  • ​Work with Morrison finance team, division director and program director to ensure that business operations are in compliance with applicable state and federal guidelines. 
  • Oversee business accounts with key vendors of travel and lodging services from program portfolio
  • Complete regular travel usage reports for finance staff as required.
  • Collaborate with finance staff during finance reviews.
  • Share pertinent information with program director and program leadership team.
  • Assist with special projects program-wide, as needed.
  • Demonstrate a commitment to learning and implementing the Sanctuary Model and other organizational policies and practices. 
  • Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization.
  • Other duties as assigned to ensure successful operation of program/department.

Required Position Qualifications:

  • Bachelor’s degree in Social Work, Behavioral Sciences, Human Services, Social Services, Business Administration, or a related field;
    OR
  • A combination of at least five (5) years of relevant education and professional experience directly related to the responsibilities of this position.
  • Minimum of two (2) years of experience demonstrating knowledge of logistics support, including staff deployment coordination, travel arrangements, per diem allocation, expense reimbursements, and the preparation and adjustment of expense reports 
  • Minimum of two (2) years of experience managing and reconciling high-volume purchasing card transactions for a department or organization.
  • Demonstrated ability to establish and maintain effective organizational systems and processes to support field-based staff operations.
  • High proficiency in Microsoft Office, especially proficiency with Word, PowerPoint and Excel is required. 
  • Attained age 21 years or older before first day of employment in position (ORR)

Preferred Position Qualifications:

  • ORR or public sector experience strongly preferred.
  • Experience working with vendors of travel and lodging services.
  • Technical and objective writing skills.
  • Experience working with program and department budgets.
  • Project management experience.
  • Experience supporting programs in child welfare and other social services.

  

Other Requirements:

  • Position requires working outside of business hours.
  • Willingness to work flexible and non-traditional hours in the service of persons served. 
  • Able to pass a comprehensive criminal history background investigation.
  • Hold a valid drivers’ license and if driving a personal vehicle, must maintain minimum auto insurance policy.
  • Traveling between program locations and administrative office40 hours of required training per year.

 

Physical demands and work environment:

  • Visual acuity allowing for analysis of written data.
  • Manual dexterity allowing for operation of routine office equipment (computers, telephone, fax, copy machine, typewriter, calculator, etc.)
  • Physical dexterity allowing for reaching, stooping, and repetitive motion of wrist, hand or fingers.
  • Ability to remain calm and emotionally available in an environment serving youth who have experienced trauma.

Environment: Work is done in clinical offices, community settings, including Morrison Residential, administration buildings, public locations, and social service sites. Breaks and meals are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.

Mental demands: Work assigned is diverse and may involve addressing new and unique circumstances. The work might be unpredictable and disrupts planned tasks, requiring flexible time management.

Physical demands: Ability to remain calm and emotionally available serving youth, adults and or families who have experienced trauma. Proficient with office equipment and physical movement. Ability to perform physical interventions if needed in accordance with program and training. Physical dexterity for reaching, stooping, and repetitive wrist and hand motions.
