Provider Training Responsibilities
- Oversees, assesses, develops and conducts provider training to enhance the development of the provider network in quality service delivery concepts, best practices and compliance with applicable laws, rules and regulations.
- Develop training programs for outsource or internal use.
- Chooses appropriate methods to assist providers and departments (simulations, onsite training, web development and professional development classes)
- Promotes available training opportunities to LCBDD employees and providers.
- Conducts annual organizational wide needs assessment and identify skills or knowledge gaps that need to be addressed with community providers.
- Evaluates and assesses provider training material for feedback.
- Monitors provider’s effectiveness and implementation of training for their employees.
- Summarizes evaluation reports to determine the impact of training on providers and the skills and effectiveness of their employees’
- Maintains updated curriculum database and training records stipulated by compliance and regulations.
- Provides train-the-trainer sessions for internal subject matter experts employed by the provider.
- Schedules and coordinates all training with providers to ensure compliance and rules are being met.
- Provides consultation, referral and linkage to available educational enhancement both within the board and in the community.
- Oversees and monitors internal systems that benefit providers for ongoing compliance, training and consultation.
- Researches and orders training supplies and materials.
- Provides Oversight and Coordination of Adult Day Settings Reviews.
Provider Compliance Responsibilities
- Conducts administrative oversight of providers through Coordination of Provider Compliance Reviews, Special Provider Compliance Reviews, and verification of Plans of Correction (POC). Conducts periodic internal reviews or audits to ensure that compliance procedures are followed. Prepares compliance audit data by compiling and analyzing internal and external information. Assess compliance or operational risks and develop risk management strategies.
- Identifies compliance issues that require follow-up or investigations.
- Reports and files appropriate compliance reports with the County Board and Department of Developmental Disabilities (DODD).
- Disseminates DODD’s written policies and procedures related to compliance activities to providers and staff.
- Serves as a provider contact for clarification of rules, policies, report irregularities, and answer questions.
- Oversees DODD’s internal reporting systems such as compliance reviews and Major Unusual Incident (MUI) hotlines.
- Verifies that software technology is in place to adequately provide oversight and monitoring of Provider’s performances.
- Oversees the monitoring the internal communication system in order to address provider concerns reported by staff.
- Develops and implements compliance training for all staff and providers.
- Provides oversight of Room and Board and QA Med Admin processes.
- Consults and reports to providers, County Board, and DODD staff regarding rule criteria, billing discrepancies, provider compliance plans, and results of monitoring.
- Coordinates and oversees reviews of provider documentation. Communicates with DODD regarding suspensions of admissions and fraud.

Provider Development Responsibilities
- Oversees provider quality standards system in Lucas County.
- Identifies needs for specialized service providers. Engage, build relations and recruit providers to build quality supports to meet identified service needs.
- Oversees as the contact for all initial provider certification queries, and assists potential providers through the certification process to identify and educate on appropriate services and requirements.
- Assess, support, and aid in coordination of training needs of providers as it pertains to processes, procedures, best practices, and rule requirements.
- Provides consultation services to providers.
- Consults County Board and Community Partners related to service needs.
- Serves as a County Board liaison to community entities.
- Refers newly developed providers to the Provider Support Unit for ongoing consultation and monitoring.
- May participate in specialized disabilities focused community-based projects/communities of practice for enhancing provider knowledge and resources affecting the provider industry.

- Monitors activities to ensure compliance with all applicable rules, regulations, laws, policies/procedures, and collective bargaining agreements.

- Prepares and maintains a variety of reports, records, correspondence and other communication regarding training activities of the department.

Working Conditions

Qualifications, Education & Experience Requirements
- Bachelor degree from an accredited college or university.
- Three (3) years of working with individuals with developmental disabilities required, one (1) year of supervisory experience required, and including two (2) years of experience in, development of training models, and presentation preferred.
Certification, registration and licensure
- Valid Driver’s license with acceptable driving record.
