OFFICE DESCRIPTION 

The New Jersey Department of Transportation (NJDOT) is accepting applications for candidates interested in a Regulatory Officer 2 position for the Division of Legislative, Administrative & Regulatory Actions. Standard workweek is Monday through Friday. 

The Department of Transportation (DOT) currently offers a telework pilot program, and this position may qualify for up to 2 days of remote work at your primary residence outside of your assigned DOT work location. This program does not supersede the "New Jersey First Act", which requires newly hired NJDOT employees to establish, and then maintain, principal residence in the State of New Jersey. New hires will not be eligible for the telework pilot program until they successfully complete their 4 - month working test period. 

The Division of Legislative, Administrative and Regulatory Actions directs the Department's legislative agenda; collaborates with other Divisions to ensure awareness of introduced legislation; collaborate with other Divisions to implement newly enacted public laws ensuring successful implementation within the Department through both rules and regulations and policies and procedures. 

POSITION DESCRIPTION 

Duties: 

* Assist with the rulemaking process, work with the rule "owners" and other internal stakeholders to draft new rules, amend and/or readopt rules as and when necessary and monitor the expiration of rules to ensure none expire before readoption. 

* Assist in the implementation of newly enacted public laws which are under the jurisdiction of the Department to implement, or where the Department is a participating stakeholder. 

* Assist with the Department's monitoring and responses to proposed federal and state regulatory actions that can affect the Department. 

* Assist with the preparation of all required paperwork and all necessary approvals prior to filing proposals and adoptions with the Office of Administrative Law. 

* Ensure compliance with Administrative Procedures Act and Executive Order 63 (Murphy 2019) by, among other things, tracking both formal and informal public comment on proposed rules, keeping a record of the public engagement and stakeholder outreach process and maintaining the rulemaking record. 

* Assist with the development and updating of Department policies and procedures, standard operating procedures, and administrative directives. 

* Assure policies and procedures comply with all State and Federal laws, executive orders and guidelines. 

* May conduct and/or assist in formal public meetings and/or Department hearings. 

* May assist in the drafting of a final agency decision after a Department hearing. 

* Support Senior management on special projects. 

REQUIREMENTS 

EDUCATION: Graduation from an accredited law school with a Juris Doctor (J.D.) Degree. 

EXPERIENCE: Two (2) years of experience performing any of the following: conducting legal research; analyzing, reviewing, and evaluating legal documents, rules, regulations, legislation, and/or regulatory matters. 

OR 

Two (2) years of experience as an attorney.

Preferred Experience: Preference will be given to candidates with at least three (3) years of relevant experience in the area of administrative rulemaking. 

LICENSE: Appointee must be eligible to practice as an Attorney - At - Law in the State of New Jersey. Appointee must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any state in the United States. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
