Position Overview

The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the statewide Long-Term Services and Supports Specialist in the Bureau of Home and Community Based Supports (BHCBS) working towards increasing the use of home and community-based services and reducing the use of institutionally based services and establishing relationships with staff and other agencies to develop and implement policy and program initiatives. The Division of Rehabilitation Services is seeking to hire a detail-oriented individual with strong communication and leadership skills to serve as the statewide Long-Term Services and Supports Specialist.

 

Essential Functions

  • Serves as the statewide Long-Term Services and Supports Specialist in the Bureau of Home and Community Based Supports (BHCBS) working towards increasing the use of home and community-based services and reducing the use of institutionally based services.
  • Makes recommendation and implements policies, procedures, and workflows specific to rebalancing initiatives.
  • Develops data management systems to collect measurable data regarding customer satisfaction, program and customer function indicators and person-centered program outcomes.
  • Collaborates with sister agencies on rebalancing initiatives that focus on successful provision of home and community-based services.
  • Maintains a working knowledge of federal and state guidelines related to preventing unnecessary institutionalization of persons with disabilities.
  • Performs other duties, as required, or assigned, which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business and public administration.

 

  • Requires two (2) years of responsible administrative experience in a public or business organization.

 

Preferred Qualifications

  • Three (3) years of professional experience working with long term care services and supports for individuals with disabilities such as direct service program, managed care etc. in a public or private setting.
  • Three (3) years of professional experience analyzing measurable data and reporting on program outcomes and trends including making recommendations for implementing program efficiencies and process improvements.
  • Three (3) years of professional experience analyzing, interpreting, formulating, and preparing recommended changes to departmental policies, procedures and initiatives and collaborating with staff developing and implementing employee training.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include agency staff, state agency officials, the public, legislators, internal and external stakeholders, community service providers, professional and lay groups, and employees.
  • One (1) year of professional experience in developing, reviewing, and preparing reports for a wide variety of audiences using a variety of accessible platforms, including Access, Microsoft Word, Excel, and PowerPoint.
