The New Jersey Department of Transportation (NJDOT) is seeking applications for candidates for the position of Analyst Trainee within the Division of Environmental Resources. Analyst Trainees are assigned a 40 - hour work week. Analyst Trainees are assigned a 40 - hour work week. Current starting salary is $56,253.35 and after six months is $58,817.70
The Department of Transportation (DOT) currently offers a telework pilot program, and this position may qualify for up to 2 days of remote work at your primary residence outside of your assigned DOT work location. This program does not supersede the "New Jersey First Act", which requires newly hired NJDOT employees to establish, and then maintain,
principal residence in the State of New Jersey.
New hires will not be eligible for the telework pilot program until they successfully complete their 4 - month working test period.
The Division of Environmental Resources is responsible for a wide range of environmental services including obtaining state and federal environmental approvals for federal and state funded transportation projects and administrated by various units within NJDOT, provides technical guidance regarding legislation, regulations and policies related to the
environment and transportation, and ensuring the business practices at facilities owned and operated by NJDOT are in compliance with governing state and federal environmental regulations.
The Division consists of three (3) business units that have distinct responsibilities: the Project Development Group, the Environmental Policy Group, and the Environmental Services Support Unit (ESSU).
• The Project Development Group is responsible for a wide range of environmental support services including obtaining state and federal approvals for transportation projects funded by NJDOT and administered by various units within Local Resources and Community Development and other areas of NJDOT as needed.
• The Environmental Policy Group is responsible for coordinating reviews of proposed legislation, regulations or policies related to the environment and transportation and for providing technical advice to NJDOT units and Senior Leadership on policy - making decisions related to environmental issues. Serves as NJDOT's central point
of contact for environmental policy.
• The ESSU provides full support to NJDOT's Divisions of Operations and Administration to ensure the business practices at facilities owned and operated by NJDOT are in compliance with governing state and federal regulations related to storm water management, storage/disposal of hazardous materials and site remediation.
POSITION DESCRIPTION:
The Analyst Trainee position within the Division of Environmental Resources involves learning and assisting in the administration and management of environmental contracts. The position supports Division leadership and environmental staff by helping to implement a contract administration program. Responsibilities include assisting with establishing funding sources for consultant services, developing procurement packages, and
supporting the review of proposals. The Analyst Trainee will participate in the selection process of firms, help prepare contracts, assist with overseeing invoicing, and support contract closeout procedures. Additionally, the role includes learning to prepare contract modifications and issuing Task Orders as appropriate.
REQUIREMENTS
NOTE: Applicants must meet one of the following or a combination of both experience and education.
Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
OR
Possession of a bachelor's degree from an accredited college or university.
NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
Preferred Skills
- Strong analytical skills and time management skills.
- Experience in the review and evaluation of fiscal and/or administrative practices and providing recommendations for changes and improvements.
- Experience in preparing, reviewing, evaluating, awarding, and closing out of contracts.
- Experience in investigating records including account records, invoices and ledgers.
- Ability to communicate effectively in English both orally and in writing.
