JC-482256 - Audit Analyst

Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting the Center for Health Care Quality's (CHCQ) mission to ensure health care facilities comply with State laws and regulations and meet Federal requirements when accepting Medicare and Medi-Cal payments. The Associate Governmental Program Analyst (AGPA) conducts onsite audits to assess compliance with direct care staffing requirements. The AGPA independently collects, analyzes, and interprets complex data related to healthcare facility staffing practices and applies regulations, policies, and procedures to evaluate staffing data to make critical determinations regarding facility staffing levels. The AGPA provides expert consultation to healthcare facilities’ administration and CHCQ program personnel regarding policies and regulations including, but not limited to, the required minimum Direct Hours Per Patient Day (DHPPD) standards.

The candidate works under the direction of the Staff Services Manager I. Teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience and/or knowledge of auditing principles.
  • Experience using 10-Key pag for data input.
  • Ability to present written and verbal testimony at administrative hearings.
  • Strong conflict resolution skills.
  • Demonstrated ability to work independently and as part of a team.
