Civil Engineering Project Manager
This position assists in the development of, and oversees the design of, construction and administration for major and minor public works projects including preparation of plans, specifications, cost estimates, construction, contract payments, and project closeout.
Job Duties:
The essential functions of the position include, but are not limited to the following:
- Assists with the preparation of detailed construction plans, budgets, cost estimates, preliminary and final designs, project specifications, legal descriptions, and other necessary construction documents for construction and replacement of city infrastructure projects.
- Provides general management and coordination for city-led construction projects.
- Negotiation of construction contracts, change orders, and other contract document revisions with contractors and consultants.
- Oversees and directs construction projects including contract administration, project documentation, and preparing partial or final estimates for payment to contractors on a monthly basis.
- Conducts inspections of construction sites and municipal improvement project locations to verify and ensure compliance with plans and specifications; coordinates with survey field crews.
- Notifies construction site personnel of safety or specification violations and recommends corrective action up to and including shutting the site down.
- Develops complex information on construction scheduling, traffic control, project assessments, and related engineering subjects.
- Coordinates, facilitates, and presents at neighborhood meetings, public meetings, community organizations, public hearings, and project presentations.
- Assist with development, review and submittal of mandatory Federal and State reports for municipal engineering as well as Federal and State grant reimbursements.
- Attends on-site and off-site training and professional development for further career learning.
- Innovates and researches new methods, policies, technologies, and materials used for construction projects.
- Assist the Engineering Manager and City Engineer/Public Works Director in planning and scoping efforts related to specific construction projects, comprehensive plans, small area plans, master plans, sidewalk and bicycle facilities, traffic studies, and safety studies.
- Maintains and submits annual state aid needs and road mileage certification to the MN/DOT.
- Represents the Engineering Department in meetings with MNDOT, Winona County, other governmental organizations, engineering organizations, product vendors, etc.
- Assists in review and approval of submitted plans from private developers and commercial development to ensure compliance with City standards.
- Assists in preparation of construction record drawings, survey records and maintenance of departmental infrastructure records for future use by City and private property owners.
- Performs other duties as assigned
Minimum Qualifications:
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.
- Four-year Bachelor’s Degree with a focus on civil engineering or related field.
- Five (5) years experience as a civil engineering technician.
- Possess Professional Engineer certification valid in the State of Minnesota.
- Possess MnDOT Grading and Base, Concrete, ADA, Bituminous, and Erosion Control certificates.
- Valid driver’s license.
