Transportation Environmental Resources Program Manager 2 - Kanawha County

The Transportation Environmental Resources Program Manager 2 performs professional and managerial work and requires specialized knowledge of specific environmental resources programs or fields. Serving as the Permitting Unit Leader, this position will be responsible for overseeing the day-to-day operation of the Permitting Unit, and reviewing and processing permit applications associated with Sections 404, 401, and 402 National Pollutant Discharge Elimination System (NPDES) of the Clean Water Act (CWA).  Duties will include supervision of Permitting Unit members, assignment of project reviews through the Management Support - Permitting Agreement, sign-off on non-notifying Section 404/401 permit applications, approval of WV Department of Environmental Protection invoices for West Virginia Division Of Highways (WVDOH) project applications, permit coordination with resource agencies, permit application review as needed, internal and external meetings, and collaboration on Municipal Separate Storm Sewer System (MS4) compliance.  Work entails analysis and interpretation of scientific theory and principles; professional practices; agency philosophy, operational policies and regulations. Work is reviewed primarily for results obtained; timeliness; compliance with laws, rules, regulations, procedures and policies. Knowledge of and prior experience with CWA Sections 404, 401, and 402 (NPDES) is a plus, but training can be provided as needed for an otherwise qualified applicant. Performs related work as required.

 

Minimum Requirements

 

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university with a major in archeology, biology, chemistry, engineering, environmental studies, geography, geology, natural science, physics, or a related field.
  • Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.

REQUIRED EXPERIENCE

  • Seven (7) years of full-time or equivalent part-time paid professional experience in reviewing and evaluating scientific  or statistical data, planning, personnel management, program management, or developing policies; two (2) years of which must have been in a supervisory capacity.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university in the fields listed above, may substitute for two (2) years of the required non-supervisory experience through an established formula.
